Human Resources Specialist

This position is located in Bureau of African Affairs, Human Resources Division. Bureau of African Affairs - United States Department of State

Serves as an expert advisor recognized by Departmental HR staff and program managers consultative service involving at least one of the core HR functions (e.g., staff acquisition, human resource strategy, organization and position management, etc.)

Performs a key role in rendering expert advisory service and authoritative policy interpretations on highly complex Bureau wide or equivalent issues (e.g., business process reengineering, new HR systems development or implementation)

Leads or personally conducts projects to develop or evaluate proposals or initiatives to improve the effectiveness and efficiency of human resources management (HRM).

Ensures personnel actions and processes conform to applicable laws and regulations.

Evaluates the extent to which policies or procedures are understood by personnel and takes measures to correct understanding or application.
