This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for providing recommendations and guidance on ER practices, procedures, and issues.

As a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) at the GS-0201-13 some of your typical work assignments may include: Provide staff-level advice and consultation to management, Assistant Directors, and supervisors in the various Labor Management and Employee Relations (LMER) programs on specific and agency-wide issues impacting the employee relations program. Develop, recommend, coordinate, and implement agency-wide policies and/or programs for major LMER and EEO functional areas: conduct and discipline, adverse actions, reasonable accommodations, and grievances, and appeals. Ensures compliance with overarching policies and regulatory guidance established by OPM, DoD, Executive Orders, Titles 5, 10, and other sections of the U.S. Code. Determine need for, develops, and presents agency-wide training, briefings, and models for specific applications in assigned program areas. Advises management officials and employees in matters pertaining to disciplinary and adverse actions, performance management issues, grievances, leave and other ER topics. Provide comprehensive advisory services on grievances, appeals, and adverse or disciplinary actions by interpreting applicable regulations and administrative instructions, guiding managers through case strategy, and recommending appropriate resolutions, including ADR options.
