This vacancy is for a GS-0201-14, Human Resources Specialist (Information Systems) located in the Department of Homeland Security, U.S. Coast Guard, Office of Civilian Strategic Planning and Applications in Washington, District of Columbia.

You will serve as a Human Resources Specialist (Information Systems) and be responsible for the management of Coast Guard civilian workforce payroll operations and related Human Resources Information Technology systems, with emphasis on National Finance Center platforms. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing agency personnel policy recommendations and HR automation requirements for the acquisition or implementation of HR automated solutions. Working with end users to establish and enforce database standards, procedures, and guidelines. Evaluating Human Resources systems for the Coast Guard, which are to be implemented by subsidiary personnel offices dispersed throughout the country. Developing goals and objectives that integrate HR automation solutions. Overseeing the accuracy, timeliness, and integrity of payroll transactions, personnel data, and organizational management records. Identifying and resolving complex payroll and system issues, ensuring compliance with applicable federal regulations and policy requirements, and coordinating with internal and external stakeholders to maintain operational continuity and effective service delivery. Managing specialized payroll-related programs, including the Bi-weekly Pay Premium Cap Waiver Program. Provides expert oversight for program adjudication, documentation, tracking, and implementation to ensure actions are completed accurately and in accordance with governing policy. Reviewing complex cases, advising leadership and stakeholders on requirements, and ensuring program records and payroll actions are properly maintained.
