HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS)

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the Capodichino Human Resources Office of the OCHR OVERSEAS PROGRAM CENTER . You will provide HR management advisory and technical services in the areas of labor relations, performance management, administrative grievances, conduct and discipline, incentive and performance awards, leave administration.

You will provide HR management advisory in the administration of the Drug-Free Workplace Program (DFWP), Federal Employee Worker’s Compensation (OWCP), Civilian Employee Assistance program (CEAP), and Foreign Labor and Union agreements.

You will represent management in contract negotiations, arbitration hearings, unfair labor practice complaints, and grievance proceedings.

You will research on matters pertaining to contract negotiations, extensive third-party case law decisions, and/or unfair labor practices; union dues deductions issues; use of official time by unions; and other labor matters.

You will represent management in foreign labor negotiations and provides authoritative guidance on all technical foreign labor relations matters.

You will provide advisory and consultative services in the areas of performance and conduct in response to management inquiries and provide advice and guidance on appropriate redress venues, corrective actions, and appropriate disciplinary actions.
