HUMAN RESOURCES SPECIALIST

You will serve as a Human Resources Specialist in the Human Resources Office, Code 185000 of NAVAL RESEARCH LABORATORY.

You will analyze and recommend solutions for complex and sensitive issues such as employee misconduct, unacceptable performance, attendance problems, and complaints.

You will advise management on the procedures and merits of taking disciplinary or other corrective actions.

You will mediate disputes and advise the deciding official during grievance processes.

You will research and apply case law to ensure that actions are legally sound and sustainable.

You will draft arguments and justifications for management officials and third parties.

You will manage and administer one or more Human Resources Office (HRO) programs, such as the Contributions-Based Compensation System, Performance Management (DPMAP), HR Information Management, Telework, and Leave programs.

You will develop program objectives, recommend and implement policies, and ensure compliance with relevant laws and regulations.

You will oversee training, publicity, and budget for the assigned programs.

You will ensure the correct processing of personnel actions related to the programs.

You will conduct studies, surveys, and evaluations of new or existing HRO programs and functions.

You will recommend new procedures to strengthen and streamline existing programs and processes within the Employee Relations branch.

You will write and coordinate various HRO documents, including directives, guides, Standard Operating Procedures (SOPs), and newsletter articles.
