The Role:

The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.

Operational Control is the way Uisce Éireann brings together people, processes, technology and data to manage water and wastewater services in a smarter and more coordinated way. It gives the organisation a single, unified view of what is happening across the network so decisions can be made faster, and problems can be solved before they escalate.

Within this, the Intelligent Control Centre (ICC) provides live, centralised monitoring and incident response, making sure issues are spotted quickly and dealt with consistently across the country. As our systems mature and data quality improves, we are now preparing to move from the National Operations Management Centre (NOMC) model toward an ICC. The ICC will build on the NOMC’s foundations by adding enhanced analytics, predictive tools and deeper national oversight, helping us shift from reacting to issues to anticipating them. This evolution is an exciting step forward in how we manage our network and improve service reliability for customers.

The ICC Operations Lead reports directly to the ICC Operations Manager and will manage, direct and co-ordinate the day-to-day ICC activities and communications to ensure alignment across internal and external teams. The role will drive and embed within the ICC a high-performance culture, excellent Customer Service, a continuous improvement mindset and maintain a quality focus in all aspects of work. The ICC Operations Lead will drive the development and implementation of processes and procedures to ensure effective and appropriate alarm management and supporting activities associated with central oversight and management of Uisce Éireann Assets.

Main Duties and Responsibilities:

  • Manage, co-ordinate and direct the day-to-day activities and work of the ICC, ensuring delivery of outputs and objectives

  • Manage and conduct the performance management and people management processes of direct reports

  • Manage the resourcing within their team, ensuring adequate capacity and skills/expertise to meet business requirements and to execute duties

  • Develop and assist in the implementation of an alarm and events management philosophy for Asset Operations

  • Develop and implement ICC, alarm management and work processes and procedures working closely with all stakeholders

  • Have a good understanding of the latest Uisce Éireann standards, objectives and strategies and ensure the ICC team and the alarm management programme support these

  • Provide leadership and commitment to the ICC and other relevant Uisce Éireann programs and initiatives that will yield increased coverage and provide value to the organisation

  • Develop and establish metrics and insight reporting to ensure the ICC activities are achieving the defined goals and objectives, and ensure periodic review and reports of these metrics

  • Drive and develop NOMC insight reporting for customers and stakeholders, collaborating closely with the supporting ICC and Uisce Éireann teams and functions

  • Manage and direct the NOMC team to ensure the effective and appropriate operationalisation and adoption of current and future systems, including Telemetry

  • Drive the evolution towards and implementation of ways of working within the NOMC to support an Intelligent Control Centre approach.

  • Manage and direct the ICC to provide supporting activities and reporting required by Asset Operations and other teams

  • Identify key stakeholders and build and maintain strong collaborative relationships with them

  • Always maintaining a focus on high quality, value driven outputs that deliver on customer needs and expectations

  • Drive and embed a positive culture of continuous improvement across all aspects of ICC operation, including processes.

  • Other duties as requested from time to time

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Support the promotion and delivery of relevant Operations health and safety commitments.
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation

  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable

  • A minimum of 5 years relevant experience is required. Experience in the water, utilities or similar industries is desirable

  • We work better together - proven experience of line and performance management duties, resulting in high performing individuals and teams

  • Deep technical knowledge of Telemetry systems, alarm management and SCADA systems

  • Strong computing, IT and reporting skills, with knowledge and experience in Excel, SharePoint, Power BI and databases preferred.

  • We do the right thing - understanding of industry standards and corporate governance requirements

  • High energy and the ability to manage multiple initiatives simultaneously

  • Proven track record of being a motivated and driven team player

  • Ability to:

  • Operate efficiently in tense and stressful situations

  • Demonstrate a reasonable level of self-sufficiency, combined with an awareness of the boundaries of own competence/authority

  • Deal confidently and professionally with colleagues and clients on a day-to-day basis

  • We aim high - responsive with the ability to learn quickly and identify and implement continuous improvement

  • Excellent relationship and client handling skills with the ability to foster good relationships with internal and external customers either remotely or in person

  • Excellent verbal and written communication skills
