Job Description 1: Senior Renewable Energy Expert (Project Portfolio Management - Program Management - Manager - CS – G)

We are seeking a Senior Renewable Energy Expert to lead and oversee policy advisory, regulatory support, techno-commercial advisory, and programme management workstreams for renewable energy projects of RUMSL/MPUVNL in Madhya Pradesh.

Responsibilities:

• Lead policy advisory efforts, including formulation/amendment/implementation of RE policies and guidelines, oversee benchmarking of RE policies across states and GoI (MNRE/MoP), and drive preparation of annual RE roadmaps aligned with MNRE/MoP/MPERC targets; guide investors on policy provisions.

• Lead regulatory support workstreams, including direction of petitions, letters, counters and rejoinders for filings with MPERC/APTEL/CERC, represent and oversee representation in regulatory proceedings, and steer quarterly review of RE-related regulations/orders and RPO compliance frameworks.

• Oversee techno-commercial support, including evaluation of DPRs, feasibility studies and contractual documents, direct monitoring of pre-developmental work till project allocation/award, and lead development of financial/economic models for RE projects.

• Lead programme management across all stages from planning to commissioning of RE projects, including oversight of tender document reviews, draft contractual agreements, bid process management, monitoring/evaluation of awarded projects; drive work breakdown structures, project milestones and schedules; own risk identification and mitigation planning; and lead preparation of half-yearly implementation status reporting at portfolio level.

• Provide strategic input on other support areas, including review of Precis matters, representation at Investor Summits/industry meetings, and senior-level communication with MNRE/MoP and other ministries on RE project development in Madhya Pradesh.

Mandatory Skill sets:

• Experience of at least 1 retainership assignment with minimum 1-year stint with a Central/State Government department, nodal agency, utility, company, or MDB in the renewable energy sector.

• Experience leading/supporting Central/State Government department/nodal agency/utility/company/MDB in bid process management including technical specifications/requirements; and/or bid process management for decentralized rooftop solar/KUSUM Scheme projects.

• Experience directing preparation of pre-feasibility reports/DPRs for large-scale RE projects of at least 50 MW or more with Central or State Government department/ nodal agency/ utility/ company or Multi-Lateral Development Banks (MDBs).

• Good soft skills and interpersonal skills, with demonstrated ability to lead teams and manage senior stakeholders.

Years of Experience required:

• Minimum 13 years of total experience in the energy sector

• Minimum 9 years of experience in the Renewable Energy sector

• Minimum 4 years of consulting experience

Qualification: B.E. in Electrical & Electronics Engineering; M.Tech in Energy Management or equivalent qualification (as per RFP: Engineering graduate with PGDM/MBA/M.Tech in Power/Energy/Renewable Energy or equivalent)
