This position is in the Department of Education's (ED) Institute of Education Sciences (IES). The incumbent will work with the National Assessment of Educational Progress (NAEP) team and its IT Program Manager, supporting the use of innovative technologies to conduct, analyze, and report on assessments of what students know and can do in reading, mathematics, and other core academic subjects."

As a Information Technology Specialist GS-2210-14, you will be responsible for: • Leading day-to-day Information Technology (IT) for a large-scale student assessment platform, including test and delivery. • Serving as an expert technical advisor to Institute of Education Sciences (IES), and National Center for Education Statistics (NCES) leadership, as well as internal and external stakeholders, on all aspects of the program, including IT design, implementation, modernization, technology risk, and management. • Serving as Contracting Officer's Representative (COR) on multiple IT contracts. In conjunction with program leadership, develop project technical specifications, prepare procurement requests, and assist the Contracting Officer (CO) in proposal review, source selection, and other aspects of the procurement process. Post-award, monitoring contractor's technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel. • Serving as Information System Owner (ISO) for one or more Federal Information Security Modernization Act (FISMA) IT systems, ensuring compliance with federal laws and regulations.
