Infrastructure & Capital Projects - Land Acquisition Specialist (Right-Of-Way), ANS
Summary
Leads real property acquisitions and right-of-way activities for major infrastructure projects, negotiating with landowners, government agencies, and utilities while developing acquisition strategies and managing expropriation processes. The role requires 10+ years of land acquisition experience and involves budget management, stakeholder coordination, and mentoring junior team members.
THE WORK:
- You'll lead and supervise the acquisition of all types of real property interests, including permanent and temporary rights, permits, and expropriation agreements.
- You'll develop, implement, and oversee Property Acquisition strategies aligned with project scope, design requirements, organizational policies, and applicable legal principles.
- You'll review land requirements to ensure conformity with project objectives, regulatory frameworks, and property rights legislation.
- You'll manage land investigations, due diligence activities, and the coordination of property-related technical inputs.
- You'll act as a senior Land Agent, directly leading and supporting negotiations with landowners, municipalities, utilities, government agencies, and other key stakeholders.
- You'll advise and support negotiators on complex or sensitive acquisition files, including matters involving compensation and expropriation.
- You'll interface with clients, developers, contractors, and public authorities to support Transit-Oriented Communities and Transit-Oriented Developments (TOC/TOD) initiatives.
- You'll chair and participate in project meetings, stakeholder consultations, and coordination sessions.
- You'll collaborate closely with design, engineering, utilities, geotechnical, environmental, rail systems, architecture, and landscape architecture teams throughout project delivery.
- You'll review and oversee project design drawings to ensure alignment with approved Property Acquisition strategies and project requirements.
- You'll identify land-related risks and constraints and develop mitigation strategies to support project success.
- You'll mentor and develop team members on land acquisition best practices, investigations, negotiations, and stakeholder engagement.
- You'll assist in preparing and managing property acquisition budgets, including expropriation costs, contingencies, and potential claims.
- You'll prepare financial models, analyses, and cost estimates to support property acquisition planning and project feasibility assessments.
- You'll develop business cases and options analyses that clearly outline real estate impacts, risks, opportunities, and associated costs.
- You'll draft, review, and finalize reports, memoranda, presentations, correspondence, and property-related agreements.
- You'll organize and maintain property-related sections, schedules, and documentation within Project Agreements (PA).
- You'll create and implement project monitoring frameworks to track property acquisition activities, milestones, risks, and performance metrics.
- You'll guide staff in responding to RFIs, change requests, and client or contractor inquiries related to property acquisition matters.
- You'll support staffing requirements, contribute to team development initiatives, and foster a collaborative and high-performing work environment.
- Office-based or Hybrid (Travel may be required)

HERE'S WHAT YOU'LL NEED:
- Bachelor’s degree in Commerce, Real Estate, Business Administration,
Urban Planning, or a related field (Equivalent combinations of education and professional experience will be
considered) - Minimum 10 years of experience in land acquisition and real property
services for infrastructure or large-scale development projects - Minimum 5 years demonstrating experience as a Land Agent, including negotiations, land
investigations, stakeholder engagement, and expropriation processes
BONUS POINTS IF YOU HAVE:
- Recognized professional certification from one or more of the following:
- International Right-of-Way Association (IRWA)
- Ordre des Évaluateurs Agréés du Québec (OEAQ) o Appraisal Institute of Canada (AIC)
- Membership in good standing with IRWA, OEAQ, and/or ECI
- In-depth understanding of real estate acquisition and expropriation processes, including compensation frameworks
- Proven ability to lead complex negotiations and manage sensitive stakeholder relationships
- Excellent communication skills, including the ability to deliver clear, audience-appropriate reports and presentations
- Strong organizational skills with the ability to prioritize risks and meet deadlines with minimal supervision
- Detail-oriented, analytical, and solutions-focused
- Comfortable working in multidisciplinary technical environments
