Infrastructure & Capital Projects – Utility Handoff & Substation Turnover Consultant, ANS
THE WORK:

You'll review CFE, CENACE, interconnection, utility, permitting, and project documentation to support substation energization and turnover requirements.

You'll identify contractual obligations, limitations, risks, dependencies, and corrective actions needed to regularize substation sites for utility acceptance.

You'll develop asset-specific strategies for substation acceptance, turnover, contribution, donation, recognition, or transfer processes.

You'll define documentation packages and acceptance criteria required by CFE and CENACE, including legal, land, permitting, appraisal, registry, and technical requirements.

You'll translate complex utility, legal, and regulatory requirements into actionable requests for contractors, engineers, permitting teams, legal teams, and project stakeholders.

You'll coordinate with municipal authorities, DROs, permitting agencies, notaries, public registries, utility representatives, external counsel, and internal project teams.

You'll manage and assess contractor deliverables, including as-built drawings, site plans, surveys, commissioning evidence, and technical documentation supporting turnover readiness.

You'll track utility comments, design approvals, deviations, technical alternatives, and project dependencies affecting energization and asset handoff.

You'll develop readiness dashboards, requirements matrices, risk registers, document gap assessments, and stakeholder tracking tools to monitor turnover progress.

You'll prepare bilingual status reports, executive decision memoranda, and final turnover readiness assessments with strategic recommendations for stakeholders.
HERE'S WHAT YOU'LL NEED:
- Strong experience in equipment CAPEX procurement within large multinational organizations
- Strong experience in data center, mission-critical, industrial, manufacturing, or large-scale construction projects
- Strong experience in commercial and contract management
- Strong experience in change order negotiation and administration
- Strong experience in supplier performance management and stakeholder engagement
- Strong experience in procurement support throughout project execution, from sourcing through commissioning and project closeout
- Strong experience in managing multiple suppliers and capital projects simultaneously
- Strong experience in working directly with General Contractors, construction teams, and project delivery organizations
- Strong experience in manufacturing, logistics, delivery tracking, and supply chain risk management
- Fluency in both English and Spanish
- Availability to work on-site in Querétaro
