Intelligence Specialist (Staff Management)

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 704TH MI Brigade, Office Of The Commander, Fort Meade, MD.

Provides expert, comprehensive and authoritative advice pertaining to all aspects of Signals Intelligence (SIGINT).

Provides knowledgeable and proficient advice pertaining to Geospatial Intelligence (GEOINT), Human Intelligence (HUMINT), intelligence support to Cyber operations, force structure and organizational concepts.

Serves as the Brigade principal advisor on civilian personnel matters and CP-35 Career Program Manager.

Manages the Brigade’s Army Civilian Personnel Management System force structure, organizational concepts, oversight of budget analysis, accounting procedures, training and career management, and system implementation.

Conducts strategic communications with the National Security Agency, other Intelligence Community (IC) partners, Sister Services, US Army Intelligence Center of Excellence (USAICoE), the Intelligence and Security Command (INSCOM).

Ensure Brigade positions, requirements and issues are clearly articulated and to gain support for Brigade actions and programs.

Devises and promulgates broad policy guidance and develops strategy which ensures the Brigade’s operational activities directly respond to National, Joint and Army intelligence requirements and strategy.
