Summary
Oversee complex construction projects, manage contracts, resolve disputes, and ensure compliance with engineering standards for U.S. Army Corps of Engineers projects.
About the Position: This position is located within the USACE Louisville District Construction Division. Incumbent will serve as a Construction Manager and Administrative Contracting Officer (ACO) responsible for performing and coordinating the full range of field and office engineering activities associated with complex construction operations.
Modify construction contracts within the scope of the contract under various clauses (e.g., Changes, Differing Site Conditions).
Perform actions and advise others in resolving change orders, claims, differing site conditions, and contract delays.
Assure review of project plans and specifications prior to contract advertisement to determine constructability and anticipate difficulties.
Identify the need for and process contract modifications and change orders, including the preparation of government estimates.
Participate in the oversight of all field and office engineering functions for projects.
Resolve problems encountered and advise on the appropriate course of action involving customer expectations and engineering requirements.
Provide advice, guidance, and consultation on highly challenging and complicated contract administration and construction operational problems.
Furnish technical advice to other engineers and construction representatives on specific construction problems.
Interact with the using agency, customers, contractors, designers, and project managers to achieve successful construction management results.
Influence or persuade others to comply with established policies or to accept established methods using persuasion or negotiation.
Participate in Partnership Sessions with designers, contractors, and using agency representatives.
Conduct and/or participate in meetings to discuss proposals on settlement of claims and controversial proposals presented by contractors.
Organize work, set priorities, and determine resource requirements to achieve short- or long-term goals and strategies.
Assist the Resident Engineer in planning work programs and the need for inspection personnel in the project office.
Assist with the coordination of the planning and scheduling of construction operations in concert with the construction agent.
Monitor progress and evaluate outcomes to improve organizational efficiency and effectiveness.
