This position is located in Channel Islands National Park, in the Office of the Superintendent in Ventura, CA This is a Temporary Promotion not to exceed 1 year and can be extended up to 5 years. This Temporary Promotion may be made permanent without further competition. Serves as the BAER Implementation Leader working as a senior principal advisor in the management of natural resources and is responsible for program development and implementation.

Serves as a member of the Park Management Team. As a member of this team, the incumbent is actively involved in decisions affecting overall park management strategic direction, policy, priorities, budget and operations. Contributes to the development and implementation of park plans and management documents. Serves as the park's principal advisor for cultural resources stewardship involving fundamental park resources identified in enabling legislation. Communication, Representation, and Public Engagement: Represents the park in internal and external forums, makes scientific and management presentations, communicates findings and program needs to diverse audiences, and facilitates public and Native American engagement in sensitive or controversial resource issues. Prepares detailed action plans and schedules for long- and short-range project accomplishment and ensures that project plans are consistent with management goals and objectives. Program Leadership and Coordination: Oversees a complex natural resource management program, coordinating activities, plans, and working relationships across park divisions, agencies, tribes, traditionally associated groups, and regional partners. Administrative and Program Management Responsibilities: Manages operational components including work plans, schedules, budgets, proposals, grants, contracts, reporting, GIS and data systems, natural history collections, and project-level oversight to support overall program effectiveness.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Must be able to travel by boat or plane above open ocean and must have sufficient strength, agility and coordination to embark and disembark from a moving boat to a ladder on a pier or dock. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to approximately 16 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. *Additional Requirements located under qualifications*
