Summary
Oversee construction contracts, ensure compliance with specifications, and provide quality assurance for U.S. Army Corps of Engineers projects in Rock Island.
About the Position: This Interdisciplinary position filled at the GS-05, GS-07, GS-09, GS-11, GS-12 level. If selected at the GS-05, GS-07, GS-09, or GS-11 level, noncompetitive promotion to the full performance level is authorized. And may be filled under any of the following occupational series, depending on the qualifications of the applicant and needs of the agency: Civil Engineer, 0810 Mechanical Engineer, 0830 Electrical Engineer, 0850
The below duties are that of the full performance grade level of GS-12:
Responsible for noting noncompliance and contacting contractors' site representative to call attention to discrepancies.
Maintains quality assurance operations.
Conduct pre-construction conferences to assure that the contractor has a clear understanding of the full scope and conditions of the contract and of their role in the quality control/qualify assurance (QA) process.
Interpret plans and contract requirements and maintain continuing quality assurance operations.
Prepare, present, and evaluate plans, designs, reports, and correspondence.
Engage in physically checking, monitoring and the administration of construction contracts.
Make on-site decisions regarding compliance with contract provisions.
Serve as the Contracting Officer’s Representative responsible for approval of submittals.
Check work sites where construction is underway to ensure that the specification requirements are met and assist in directing a staff of engineers, technicians, and construction QA representatives.
Provide advice on contract interpretations and requirements and appropriate corrective action to be taken.
Responsible for conducting meetings.
Monitor contractors labor relations, payrolls and certifications are provided, labor interviews conducted
Provide technical supervision and administrative field control over construction performed by contractors and subcontractors.
