This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Positions will be working with operations and maintenance services for fuel storage and distribution systems and/or medical facilities.

Serve as technical advisor to other engineers in the Center, contractors, and to facility managers.

Monitors contractor performance and provides technical oversight to ensure engineering work meets project objectives, quality expectations, and contractual requirements.

Solve differences where conflicts between user needs and technical considerations arise.

Maintain close liaison with Government and private professional engineers, architects, research organizations, industry, technical organizations, and building operators in order to keep abreast of the latest developments.

Prepare and coordinate the preparation of Performance Work Statements, Scopes of Work, and Independent Government Estimates.

Serve as technical specialist for regulatory and industry standard compliant operations and maintenance programs and projects.

Based on knowledge of regulatory requirements, examination of user requirements, and inspection of actual site conditions and existing facilities, formulates criteria for the operation and maintenance of major facilities.
