IT Business Analyst & Scrum Master
We are seeking an experienced IT Business Analyst & Scrum Master to support large-scale IT projects, particularly within Singapore Government/public-sector environments. The role focuses primarily on Business Analysis and Requirements Management (80%), with Agile/Scrum delivery support (20%).
Lead requirements gathering, analysis, documentation, and traceability.
Facilitate stakeholder workshops and manage business, technical, government, vendor, and project stakeholders.
Develop BRD/FRD, user stories, acceptance criteria, process flows, use cases, and requirements documentation.
Work with architects, developers, QA, vendors, and project teams to ensure solutions align with business requirements.
Support SIT, UAT, defect triage, release, deployment, and operational readiness.
Manage requirement changes, impact analysis, risks, dependencies, and governance documentation.
Facilitate Scrum ceremonies including Sprint Planning, Stand-ups, Reviews, and Retrospectives.
Support backlog refinement, sprint planning, impediment resolution, and delivery tracking.
Ensure compliance with project governance, SDLC, audit, and documentation requirements.
Bachelor’s degree in IT, Computer Science, Business, Engineering, or related field.
5–8 years of IT delivery experience, including 3+ years as a Business Analyst.
2+ years of Agile/Scrum experience.
Proven experience with Singapore Government/public-sector IT projects.
Experience with complex systems, integrations, multi-vendor environments, and mission-critical systems.
Strong experience in requirements management, stakeholder engagement, SIT/UAT, and SDLC.
Familiarity with Jira, Confluence, or Azure DevOps.
Strong analytical, communication, documentation, facilitation, and problem-solving skills.
Comfortable working in high-pressure, customer-facing environments.
