Salary Range: $94,620 - $127,248 Annually


This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Occasional in office attendance is required.

The Washington State Department of Corrections has an exciting and dynamic opportunity for an analytical and customer centric IT professional! We are looking to fill a permanent IT Business Analyst Senior Specialist role that will be tasked with independently analyzing and documenting user business requirements in support of agency and inter-agency large-scale, mission-critical IT projects, and enterprise applications which impact direct delivery of services.


As an IT Business Analyst Senior Specialist, you will be responsible for independent critical thinking, analysis, and translation of business needs to technology requirements for key enterprise applications throughout DOC that will integrate with enterprise resource planning solutions. The candidate of choice must be able to accurately identify, assess, and translate business requirements and cross-walk business needs into technical requirements.

Duties

As an IT Business Analyst Senior Specialist, some of your duties will include:

  • Independently performing skilled consultation, thoughtful, knowledgeable leadership, and focused analysis of business needs which could look like:
    • Defining business and technical requirements for mission- critical and highly complex enterprise-wide or divisional specific applications and systems
    • Translating the business requirements into detailed user stories and acceptance criteria that can crosswalk the business need to a description which the technical staff can use to implement the requested change
    • Support team members by ensuring understanding of assignments, peer review of deliverables, and onboarding new staff
  • Providing expert-level support for user submitted help ticket analysis and resolution along with managing system defects and enhancements for DOC and vendor-supported applications as assigned including:
    • Independently conduct focused analysis and support for these mission-critical applications
    • Serves as the IT Subject Matter Expert (SME) for technical support to the business users
    • Independently performs testing on applications to determine if an issue is a system defect or if an enhancement is required
  • Supporting the Quality Assurance team in development of test cases and scenarios to include:
    • Planning and facilitating user acceptance testing (UAT) for mission-critical applications and systems
    • Serving as a SME and trusted advisor for the Quality Assurance (testing) team with regards to quality assurance and testing for assigned IT projects
    • Directly influencing test scenarios and test cases based on the business requirements, system requirements, system documentation, and system end-user documentation
  • Supporting the agency and IT, this position will complete Legislative Bill Analyses
  • Effectively communicate with agency staff, system end users, technical staff, contractors and vendors
  • Other duties as assigned

Qualifications

What we need (required qualifications):

  • A Bachelor’s degree in computer science or related field from an accredited institution

AND

  • A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas:
    • Business analysis
    • Eliciting and managing technical and functional requirements
    • Analyzing systems and data
    • Providing customer or technical support for enterprise applications
    • Design documentation
    • User acceptance testing
    • Project management
    • Technical documentation

OR

  • An associate degree in in computer science or related field

AND

  • Two (2) years of experience in any area of Information Technology

AND

  • A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas:
    • Business analysis
    • Eliciting and managing technical and functional requirements
    • Analyzing systems and data
    • Providing customer or technical support for enterprise applications
    • Design documentation
    • User acceptance testing
    • Project management
    • Technical documentation

OR

  • A high school diploma or equivalent

AND

  • Four (4) years of experience in any area of Information Technology

AND

  • A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas:
    • Business analysis
    • Eliciting and managing technical and functional requirements
    • Analyzing systems and data
    • Providing customer or technical support for enterprise applications
    • Design documentation
    • User acceptance testing
    • Project management
    • Technical documentation

In addition to the above qualifications, the below are also required:

  • Ability to plan and manage time effectively by identifying and handling competing priorities professionally
  • Makes effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services
  • Possess strong verbal and written communication skills and be able to bridge the gap between technical and business requirements

What will make your application stand out (preferred qualifications):

  • Knowledge and experience using Azure DevOps (ADO), Easy Vista, Visio, SnagIt, SharePoint, Adobe Acrobat Pro, and Microsoft Office Suite Software
  • Experience applying the Business Analysis Body of Knowledge (BABOK) and/or Project Management Body of Knowledge (PMBOK) techniques
  • Knowledge and experience with software development life cycle (SDLC) and system implementation process, including requirements gathering
  • Business Analysis and/or Project Management training and/or certification
  • Possess one of the following certifications and be current:
    • PMP or PMBOK – Project Management Body of Knowledge BA
    • CBAP or BABOK – Business Analyst Body of Knowledge
  • Agile and/or Scrum Alliance training and/or certification(s)

Telework Details

This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
