IT Program Manager, Communications and Data Analysis

This is an individual contributor role reporting directly to the Senior Manager of IT Infrastructure of a Global bank. The position bridges high-level operational strategy with technical execution through exceptional communication, technical literacy, and relationship building.

Core Responsibilities

Strategic Alignment & Communication

• Translate the manager’s vision and multi-year roadmap into clear, actionable technical milestones for engineering teams.

• Act as the primary proxy for the manager in technical alignment meetings, effectively articulating strategic goals to both technical and non-technical stakeholders.

• Draft high-quality documentation, project briefs, and status updates that simplify complex technical concepts for broader consumption.

Operational Execution

• Drive cross-functional IT initiatives from inception to delivery without direct authority, utilizing influence and relationship-building.

• Manage technical dependencies, risks, and bottlenecks across multiple engineering tracks to keep projects aligned with strategic timelines.

• Facilitate agile ceremonies, technical workshops, and engineering syncs to maintain team momentum and alignment.

Stakeholder Management & Collaboration

• Build strong, trust-based relationships across the department, serving as an approachable and affable point of contact for stakeholders, engineers and peers.

• Mediate conflicting priorities between different technical teams, guiding them toward consensus based on the manager's overarching strategy.

Qualifications

• Well-motivated and self-reliant and able to work effectively both independently and as part of a team, with strong stakeholder communication skills.

• Excellent written and verbal English is essential, with proven experience in:

  • Drafting clear business communications and documentation.

  • Preparing mass communications for varied audiences.

  • Writing articles, guidance materials, project updates and other professional content.

• Proficient with English and Cantonese

• Educated to degree level, preferably in IT or other numeracy subjects

• 5-10 Years of IT experience, ideally including project coordination, technology delivery, business analysis, operational support or stakeholder management.

• Practical experience using Microsoft Excel for day-to-day project management and data analysis, including maintaining trackers, monitoring actions and milestones, analyzing information, preparing reports and presenting data clearly. Experience with formulas, filters, pivot tables and charts would be advantageous.

• Comfortable using AI tools responsibly and effectively to support productivity, research, drafting, data analysis and documentation, while applying appropriate judgement, confidentiality and information-security controls.

• Strong organizational skills, with the ability to manage competing priorities, maintain accurate records, meet deadlines and identify issues proactively.

• Able to translate technical or complex information into clear, accessible communications for both technical and non-technical audiences.

• Demonstrates sound judgement, attention to detail and accountability when handling business information and project deliverables.
