This announcement will be used to fill at least two Technical Product Owner positions (IT Specialist (DATAMGT), GS-15) in the Chief Data Office. Duties include but are not limited to: As a member of DDA's Shared Analytics Library Team, serve as the technical product owner for HHS OIG's Python Semantic Layer Library that builds, documents, and governs standard methods to analyze healthcare claims in order to identify potential fraud, waste, and abuse. The technical product owner is responsible for the design, development, and lifecycle management of a Python library that serves as a semantic layer for querying Medicare and Medicaid claims data. This role ensures that common Python patterns, idioms, and analytical constructs are reliably translated into optimized, compliant, and reproducible SQL. The technical owner maintains library architecture, oversees code quality and documentation, manages feature prioritization, and collaborates with data analysts, engineers, and subject matter experts to ensure the library remains accurate, performant, and aligned with evolving CMS data structures. This role gathers business cases and stakeholder feedback in order to prioritize feature development based on the analytic needs of a diverse group of users. Additionally, this role will engage users regularly to support adoption of the tool, including providing demonstrations, managing the development of documentation that meets user requirements, and supporting regular user group meetings. As a member of the Data Operations Infrastructure team, serve as the technical product owner for an enabling team that supports CDO application development teams to delivery products that leverage innovative and modernized solutions and architectures. The technical product owner is responsible for enabling DevSecOps and and cloud architecture best practices and standards for product development teams across the CDO. Works with a team of engineers to define objectives and implement capabilities that support modern delivery of analytics products, including common libraries and tooling to ensure the quality and security of development workflows. Collaborates across development teams to improve automation of workflows, infrastructure, code testing, and deployment. Types of workflows include, but are not limited to, data ingestion, data extraction, transformation, data analysis, data visualization, data modeling, and simulations. Track and report on DORA metrics (deployment frequency, lead time for changes, change failure rate, time to restore service) to give teams and leadership a consistent, data-driven view of delivery health and to guide where infrastructure investment will have the most impact.
