The Office of Technology Services (OTS) AppDM Data Analytics team is looking for an experienced Analyst to lead their Microsoft Power BI presence in the state. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is located within the Office of Technology Services (OTS) Applications and Data Management (AppDM) Statewide Data Analytics group. The incumbent is responsible for the adoption, advanced level support, and maintenance of Data Analytics services on an enterprise/statewide level. The incumbent is a lead worker working with Data Scientists and Executives, and possess knowledge of the capabilities and differences of analytics features and must have the ability to present options based on these differences. The incumbent provides Data Analytic consulting services to all OTS supported departments and agencies and is responsible for providing technical support, adoption, and enhancement of the Statewide Analytics services. Plans, coordinates, and conducts group meetings and cross agency user influence/steering groups. This includes coordination with Statewide Agencies for planning and executing special processes and collaborative projects. May provide functional supervision over lower level IT statewide personnel. This position may require travel to other work locations to perform job duties, attend meetings, and participate in training, which will require a current, valid driver's license.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
•Overseeing the state’s capital construction program
•Working to provide state and federal grants for community development
•Development of the state budget
•Providing technology services
•Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
•Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Five years of experience in information technology, project management, business analysis or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR

An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR

A bachelor’s degree plus three years of experience in information technology, project management, business analysis or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR

A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

  • Provides advanced level support for the Statewide Data Analytics unit, including the project planning, development and implementation of systems and services. This includes the configuration, management, maintenance and deployment of platform and\or application, while developing or enforcing policies in compliance with business and technology strategy (best business practices). Identifies technical requirements and integrates the statewide system and services, which utilizes enterprise architecture standards.

  • Serves as lead technical by developing, maintaining and/or modifying highly complex IT systems and process. This includes such activities as change requests, highly complex configurations settings, analyzing and testing enhancements and upgrades for highly complex systems, performing highly complex problem resolution, monitoring and maintaining program management of multiple data analytics tools. Maintains, determines, implements and documents items for knowledgebase, website, and user support. Oversees agency tasks in the adoption\integration of further governance, as it applies to IT and IT best practices on configurations, repositories, databases, all sites on the server(s), users and groups, and all content assets, such as projects, data sources (including connection information), and workbooks to monitor and maintain with overall application server(s) and server(s) health. Works with OTS and vendor staff concerning application designs, problems, and issues that have a high degree of high complexity. Prepares estimates and schedules for assigned tasks and provides input into the development of work plans for projects; ensures successful completion with little supervision.

  • Communicates and coordinates with vendors, Department executives, users, and various OTS units. Plans and coordinates group meetings. This involves discussions such as concerning the adoption of data and content governance, new releases, potential change requests, problems with the applications, and establishing priorities for system\site\user\content changes, and Statewide user training tools. Oversees development and maintenance of specialized user and project documentation for current application(s) as well as any new release or enhancement. This includes such items as: online help, user manuals and quick reference guides, test documentation, and training documentation.

  • Evaluates and analyzes highly complex change requests for system impact and develops and executes highly complex test plans. Monitors and evaluates OTS system maintenance notifications for any potential impact to Statewide Data Analytics environments.

  • Serves as Administrator to create, manage and maintain security structure by developing security role, granting access for users and groups, create projects to organize content on the site(s), and assign permissions to allow users (groups) to access the content; measure the use of analytics across site(s).

  • Maintains high degree of proficiency in IT tool sets; researches and tests potential new tools.

  • Logs and provides solutions for highly complex helpdesk tickets/problems into the current tracking system. Point of contact for submitting and managing case support for Statewide Data Analytics highly complex problem.

  • Performs all other tasks, special projects, analysis, studies, and plans as directed.

Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Location: This is a full-time, on-site position located in the Greater Baton Rouge area.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Analyst 1, 2 or 3.

Substitution: Applicants who do not meet the minimum education of experience qualifications may receive experience credit from Civil Service approved certifications for up to two years of experience, which may be substituted for the bachelor's degree.
