The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Agency Relationship Management section. This job title has an assigned pay grade of TS-314. Req. 224355

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The Agency Relationship Management (ARM) division of OTS serves as the organizational liaison between the State Chief Information Officer (CIO) and the agencies served by OTS. The incumbent is responsible for working with other ARM staff members on task such as managing project deliverables, technology procurement, and agency business needs of a technical nature, that require significant contributions of resources from multiple OTS operational units to the benefit of specific customer agencies.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Five years of experience in information technology, program management, project management, or business analysis; OR

Six years of full-time work experience in any field plus three years of experience in information technology, program management, project management or business analysis; OR

An associate's degree in information technology plus three years of experience in information technology, program management, project management or business analysis; OR

A bachelor’s degree plus three years of experience in information technology, program management, project management or business analysis; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, program management, project management or business analysis; OR

A master’s degree plus two years of experience in information technology, program management, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

-Support OTS initiatives on behalf of customer agencies, ensuring the application of industry-recognized project management best practices, so initiatives are completed on-target, on budget and on time, according to the expectations of the key project stakeholders. Engage customer agency stakeholders to ensure clearly defined project goals and align with agency strategic goals and to ensure the funding sources for the project are committed to the OTS costs throughout the life cycle of the project. Engage OTS operational units to ensure allocation of both required human and technical resources to deliver the required work products according to the project timeline. Maintain consistent communications to all stakeholders throughout the life cycle of the project, with specific regard to project timelines, risks, costs, and other concerns.

-Prepare, maintain and report project status according to the requirements set forth in the project charter and subsequent project documents. Assist an OTS Agency Relationship Manager in outreach to customer agency to ensure consistency with OTS messaging to customer agencies in regards to the assigned project.

-Cultivate a working relationship with key stakeholders of both the customer agencies and the OTS operational units to ensure continual engagement and commitment throughout the life cycle of projects or endeavor. Participate in strategy meetings with the customer agency and OTS Agency Relationship Manager, as requested. Participate in internal OTS meetings with OTS operational units and OTS Agency Relationship Manager, as requested.

-Perform all other tasks, special projects, analysis, studies, and plans as directed.
