Job summary

The JIRA administrator and configurator is responsible for the end-to-end administration, configuration, and continuous improvement of the organization’s JIRA environment, including implementation, testing, training, and post go-live support. The role requires strong configuration expertise across JIRA modules, integration awareness with third-party applications (including AI-enabled tools and Confluence), and the ability to translate business requirements into practical, scalable JIRA solutions.

Duties and responsibilities

  • Portfolio dashboard configuration/executive dashboard
  • Configure and maintain an executive-level portfolio dashboard that aggregates multiple projects into a single consolidated view for leadership reporting. Build and maintain dedicated project manager dashboards for day-to-day tracking and decision-making.

  • Critical path visualization for Kanban/waterfall projects
  • Identify, configure, and display the critical path for projects delivered using a Kanban-Waterfall (hybrid) approach, using JIRA configurations, plugins, or reporting mechanisms that support critical path analysis.

  • Hybrid delivery model setup (Waterfall + Agile)
  • Design, configure, and maintain a hybrid delivery model in JIRA with the following structure:
    Requirements & design – Waterfall
    Development – Agile (Sprint-based)
    SIT & UAT – Waterfall

  • Workflow schemes and field configurations
  • Manage workflow schemes, issue types, screens, and field configurations across both Scrum and hybrid project models, ensuring consistency and alignment with governance standards.

  • Develop and maintain a standard project template for consistent use across all Waterfall projects.
  • Customized reports and dashboards
  • Build and maintain customized reports and dashboards to track project progress, sprint metrics, milestone status, testing progress, portfolio-level KPIs, and executive summaries.

    Required work experience and education

  • Bachelor’s degree in computer science, management information systems, information technology, business information systems, or an equivalent major/qualification.
  • Minimum 7 years of JIRA configuration and administration experience.
  • Experience in at least 5 full lifecycle JIRA implementation projects across Scrum, Kanban (company-managed), and team-managed (portfolio configuration) project types.
  • Hands-on experience in JIRA development, configuration, and customization, including workflows, schemes, and automation rules.
  • Strong understanding of JIRA implementation methodologies and best practices.
  • Preferred experience in government/public sector service process design and optimization, across both Waterfall and Agile project delivery.
  • Preferred experience integrating JIRA with AI-powered tools and automation capabilities.
  • Required technical and functional skills

  • Strong hands-on experience administering JIRA (Cloud and/or Data Center), including user, group, role, and permission management.
  • Expertise in configuring workflows, workflow schemes, issue types, screens, screen schemes, and field configurations.
  • Hands-on experience with JIRA Software (Scrum and Kanban boards), JIRA Service Management, and JIRA Work Management.
  • Experience with Advanced Roadmaps (Portfolio for JIRA) for cross-project and program-level portfolio planning.
  • Proficiency in JIRA Query Language (JQL) for building filters, dashboards, and custom reports.
  • Experience building and customizing dashboards, gadgets, and reports, including burndown, velocity, sprint, milestone, and executive-level reporting.
  • Experience configuring permission schemes, notification schemes, and security schemes in line with governance and compliance requirements.
  • Working knowledge of JIRA Automation (rules, triggers, conditions, and actions) to streamline processes and reduce manual effort.
  • Experience integrating JIRA with Confluence and other Atlassian products, as well as third-party and AI-enabled tools (e.g., Claude, Slack/Teams, or AI assistants and plugins).
  • Familiarity with the Atlassian Marketplace and the ability to evaluate, install, and configure add-ons/plugins.
  • Working knowledge of Groovy scripting and ScriptRunner (or similar automation/scripting tools) is a plus.
  • Understanding of REST APIs for integrating JIRA with external systems and applications.
  • Experience with user provisioning and authentication, including SSO/SAML and LDAP/Active Directory integration.
  • Experience with data migration, import/export, and JIRA instance consolidation or upgrades.
  • Solid understanding of Agile (Scrum/Kanban) and Waterfall delivery methodologies, with the ability to configure JIRA to support hybrid delivery models.
  • Ability to design and maintain project templates, configuration governance standards, and supporting documentation.

  • Atlassian Certified Jira Administrator, Atlassian Certified Professional, or equivalent JIRA/Atlassian certification.
  • Soft skills training in communication, presentation, stakeholder management, or business writing.
