The department of Labor & Industries mission is to promote safe and healthy work environments in partnership with our customers. This Revenue Agent position is responsible for collecting debts owed to L&I in a professional and considerate manner. This ensures that individuals and businesses in the state receive just and equal handling while maintaining the solvency of the Homeowner Recovery Fund. This position is responsible for investigating and collecting debts assigned by convincing the customer to voluntarily make payments or take advanced legal actions.


This position specifically connects to the agency strategic Goal #3 “Make it easy to do business with L&I” and Goal #4 “Help honest workers, businesses and providers by cracking down on the dishonest ones.

Duties

Some of what you’ll do:


  • Responsible for enforcement of Homeowner Recovery claims, also identifies, investigates and issues the appropriate legal documents once the judgement has been assigned to the agency. This action also includes contacting delinquent contractors who may be out of state to determine debt liability and enforce collections.
  • Issues legal documents and initiates legal actions, issuing bank levies, wage garnishments.
  • Independently represents the agency in negotiating payment agreements based on detailed analysis and verification of financial information.
  • Locates individuals and assets to satisfy outstanding liability utilizing professional skip tracing methods that include field investigations, automated database searches, review of credit reports and utilizing and network of third-party contacts and professional law enforcement and collection organizations.
  • Writes clear explanations of laws and rules. Prepares official decision letters, policy documents, manuals, and department orders.
  • Provides timely responses to customer inquiries.
  • Works with other Revenue Agents to partner and share information when assigned to the same business to coordinate collection actions.
  • Utilizes other systems to review history for possible information to help with collection actions, including DOL, DOR, ESD, Google Search, SAW, Orion, and other internal systems for information.
  • Works closely with the Contractor Compliance staff who investigate the complaints for clarification if needed.
  • Responds to inquiries regarding claims assigned from contractors.
  • Manages a caseload of collection assignments in ARC.
  • Updates agency databases with the most current employer information; including hours for quarterly reports, debtor’s contact information, ownership structure, banking information and social security numbers/FEIN numbers
  • Analyzes employer and account information for potential issues, fraudulent activity or criminal behavior. Collaborate with internal/external compliance groups and make referrals through Referral Tracking System as appropriate
  • Provides expert testimony in legal/administrative hearings and in court relating to collection assignments, legal notices, proper service and actions taken.
  • Documents all actions and interactions in ARC.
  • Participates in staff meetings and work committees.
  • Attends scheduled training. Work on special projects.

Qualifications

Required:


Qualifying experience may substitute year-for-year for the education


  • One (1) year of experience as a Revenue Agent 1

OR

  • A bachelor's degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field.
  • AND
  • One (1) year of experience in personal or corporate finance, law enforcement, adjustment of claims, collection of civil debts, or other directly related field.

  • Decisions affecting the legal collection of funds
  • Due process of law
  • General investigative techniques
  • Community property laws

This position is flexible/hybrid: 1-2 days in the office per week at minimum is required. This role may be stationed at any of our L&I offices in Washington State. There will be varied times that regular office attendance will be mandatory and more frequent, such as when new staff is hired, special trainings or meetings, etc.
