Land Manager


JOB SUMMARY:

The Land Manager advises and assists management and Land Committee of Sitnasuak Native Corporation (“SNC”). This position manages the proper receiving, recording, documentation and dissemination of all corporate land responsibilities. This position acts as an advocate for SNC lands and provides and partcipates in community events and meetings where SNC lands are discussed. This position is also responsible for managing and completing projects and participating in the development and administration of SNC's lands and resources pursuant to Public Law 92-203 of the Alaska Native Claims Settlement Act. Resources include minerals, coal, sand and gravel, hard rock, and other resources, and its undeveloped sub-surface estate. The incumbent provides day-to day management oversight of a department with responsibility of land over 240,000 acres.


ESSENTIAL FUNCTIONS:

Administrative Duties –

· Organizes and implements a program for study and management of the lands owned and selected by the Sitnasuak Native Corporation.

· Assists and advises, in collaboration with the management of the SNC, in matters relating to land use planning and management of land programs.

· Provide leadership and direction for shared projects from planning through completion. Update management on all assigned Land Committee Special Projects or other activities on a regular basis.

· Assist with investigating new methods for generating lease interest for resource development on SNC lands following the Land Management and Use Policies.

· Oversee land use, homesite and campsite permits, DOT ROW transactions, sand and gravel lease agreements and commercial use lease agreements.

· Manage and seek internal approval for written comments on behalf of SNC in response to federal, state, and local notices related to land matters.

· Research using internal and external data, evaluate and categorize SNC’s ANCSA lands into categories: resource potential, development potential, culturally important, available for sale.

· Work with Legal and Compliance departments to maintain high-quality data inventory. Monitors computer data directories and paper files for archival/retrieval purposes; data directories are used\cross-referenced with established Land Use Policies and established internal department policies and procedures.

· Protect SNC’s long term best interests as a landowner, specifically lands caused by resource development.

· Build and maintain relationships and advocate on behalf of SNC with State and Federal regulatory agencies, business associations, and stakeholders in the Nome area.

· Assist with development and monitoring of annual budget, manage budget to actuals, ensure collection of all revenues due to SNC.

· Assembles, researches and updates ANCSA 12a & 12b entitlements.

· Draft written reports quarterly and/or annually to the Shareholders & Board activities of the SNC Land Committee and/or Land Department, as requested.

· Oversees the Assembly and preparation of all materials for regular or work sessions of Land Committee meetings including but, not limited to agenda creation, packet assembly and distribution following written procedures.

· Creates, assembles, researches and prepares, for Land Committee & Board consideration, Land Use Policies with annual review to update and maintain compliance.

· Oversees the proper delivery of permit applications.

Technical Duties:

· Monitors all areas of corporately own land access, using the Land Use Policies as a guide including but not limited to conduct or supervise field exams in the investigation of trespass and/or leases or permit staking, or posting of signage

· Performs or supervises the performance of extensive map work, resource evaluation and special land use projects, maintenance of all records of land use planning activity including: correspondence, files, library and other documents, coordination with the land department personnel by insuring communication of letters, actions and requests.

· Maintains equipment used in the office and insures proper storage and supply of maps publications, as required. Also maintain other software, vehicles, tools, and other business equipment.

· Maintains and updates permit application blanks and other forms in current business manner using appropriate equipment and software, using current Land Use Policies and established internal department policies and procedures.

· Oversees the proper delivery of permit applications.

· Monitors the assembly, creation and updating of Microsoft Access & Geographical Information System (GIS) (or other software) databases for use with Campsite, Homesite and Special Use permits.

· Commissions appraisals, as needed, for permits, leases, rights-of-way, and pending ANCSA land entitlements or transactions that may require an appraisal.

SUPERVISORY RESPONSIBILITIES:

This job supervises the land department employees. As a management level position, this position will be responsible and accountable for specific departmental goals and initiatives, strategic planning, budgeting, personnel management, and reporting of the departments he/she oversees. This position is also responsible and accountable to manage vendors and contracts that are associated with this position.
