Land Surveyor

Dubai, UAE

1. Job Purpose

To carry out all surveying, setting-out verification, and dimensional control activities ensuring that the Contractor's setting-out, levels, alignments, and as-built records comply with the approved IFC drawings, project specifications, and the requirements of the Client and relevant Dubai authorities (DM, RTA, DEWA). The Land Surveyor provides the Resident Engineer with independent verification of all survey-related works and ensures full traceability to the Dubai Local Transverse Mercator (DLTM) coordinate system and DMD (Dubai Municipality Datum) vertical datum.

2. Key Responsibilities

2.1 Survey Control & Datum

  • Establish, verify, and maintain primary and secondary survey control networks on site, tied to DLTM and DMD via Dubai Municipality benchmarks.

  • Carry out periodic verification of control stations to confirm stability and accuracy.

  • Maintain the Project Control Register, including coordinates, elevations, descriptions, and check records.

  • Verify the Contractor's survey control submissions and recommend approval to the Resident Engineer.

2.2 Setting-Out Verification

  • Independently check the Contractor's setting-out of roads, bridges, tunnels, structures, drainage, and utility corridors against approved IFC drawings.

  • Verify horizontal alignment, vertical alignment, cross-sections, super-elevation, gradients, and chainages.

  • Sign off setting-out check sheets prior to commencement of works and maintain the setting-Out Register.

  • Issue Survey Non-Conformance Reports (NCRs) where setting out does not comply with approved drawings or tolerances.

2.3 Roadworks Surveying

  • Verify levels and lines for subgrade, subbase, aggregate base course (ABC), and asphalt layers (binder and wearing course).

  • Check kerbs, gullies, channels, manhole covers, road markings, and signage positions.

  • Confirm camber, crossfall, super-elevation transitions, and gradient compliance with approved geometric design.

  • Carry out asphalt level checks before and after paving to verify thickness compliance.

2.4 Bridges & Structures

  • Verify setting-out and levels for piles, pile caps, piers, abutments, bearings, girders, deck slabs, parapets, and expansion joints.

  • Check geometric control of formwork, falsework, and reinforcement positioning.

  • Carry out monitoring surveys for movement, settlement, and deflection of structures during and after construction.

  • Verify final geometry of bridge decks, including camber, alignment, and joint positions.

2.5 Tunnels

  • Verify tunnel alignment control, including horizontal and vertical setting-out of the tunnel axis.

  • Check setting-out for segmental linings, cross-passages, shafts, portals, and tunnel finishes.

  • Carry out convergence and settlement monitoring of tunnel sections and surrounding structures.

  • Coordinate with the Contractor's tunnel survey team on TBM guidance and as-built tunnel geometry.

2.6 Infrastructure Utilities

  • Verify setting-out of water, sewerage, irrigation, district cooling, telecom, and electrical networks.

  • Check trench alignment, invert levels, gradients, and connection points to existing utilities.

  • Confirm chamber, manhole, and valve positions and levels.

  • Coordinate with DEWA, DM Sewerage, Etisalat/du, and Empower surveyors during joint surveys and tie-ins.

2.7 Topographic & Pre-Construction Surveys

  • Witness and verify topographic surveys, pre-construction condition surveys, and existing utility surveys carried out by the Contractor.

  • Check existing levels, ground conditions, and surface features against design assumptions.

  • Identify and report any discrepancies between design and existing site conditions to the Resident Engineer.

2.8 Quantity Verification Support

  • Carry out joint surveys with the Contractor and Quantity Surveyor for measurement of earthworks (cut/fill), excavation, backfill, and pavement layers.

  • Prepare cross-sections, longitudinal sections, and volume calculations using survey software (Civil 3D, AutoCAD, Trimble Business Center).

  • Support the Quantity Surveyor with survey-based quantity verification for interim payment applications.

2.9 As-Built Surveys & Records

  • Verify the Contractor's as-built surveys for all completed works and ensure compliance with project specifications and DM/RTA submission requirements.

  • Check accuracy, completeness, and format of as-built drawings prior to recommendation for approval.

  • Maintain a comprehensive As-Built Survey Register and ensure traceability to hand over documentation.

2.10 Instruments & Calibration

  • Maintain Consultant's survey instruments (Total Stations, GNSS/RTK GPS, automatic and digital levels, prisms, and accessories) in good working order.

  • Verify that all Contractor's survey instruments are calibrated by accredited laboratories with valid certificates.

  • Maintain a Calibration Register for all survey equipment used on the project.

2.11 Documentation & Reporting

  • Maintain comprehensive survey records: control sheets, setting out check sheets, level books, monitoring records, NCRs, and as-built data.

  • Prepare daily, weekly, and monthly survey activity reports for the Resident Engineer.

  • Support authority audits and submissions to DM, RTA, and DEWA with verified survey data.

2.12 Coordination & Reporting

  • Report directly to the Resident Engineer on all survey-related matters.

  • Coordinate with Site Engineers, Materials Engineer, Quantity Surveyor, and the Contractor's Survey Manager and team.

  • Attend technical meetings, progress reviews, and joint surveys with authorities.

3. Qualifications & Experience

  • Education: B.Sc. in Surveying / Geomatics / Civil Engineering, or a recognized Diploma in Land Surveying with relevant professional experience.

  • Experience: Minimum 10 years' experience in land surveying on construction projects, with at least 7 years on major infrastructure projects (roads, bridges, tunnels, utilities) and a minimum of 3 years in the UAE/GCC.

  • Certifications: Dubai Municipality / RTA approval as Land Surveyor is highly preferred.

  • Knowledge: Dubai Local Transverse Mercator (DLTM) projection, DMD vertical datum, DM and RTA survey specifications, geometric design standards, and infrastructure construction tolerances.

  • Skills: Expert use of Total Stations, GNSS/RTK GPS, digital levels, and 3D laser scanners. Strong proficiency in AutoCAD, Civil 3D. Good technical report writing, attention to detail, and effective communication.

4. Reporting Line

The Land Surveyor reports directly to the Resident Engineer and works in close coordination with the Assistant Resident Engineer, Site Engineers, Materials Engineer, Quantity Surveyor, and the Contractor's Survey Manager and survey team.
