Business Systems Analyst (Cleared)
Summary
Business Analyst supporting federal O&M of custom applications—leading agile ceremonies, refining backlogs, translating business/technical requirements, and supporting UAT using Jira and SAFe.
The work:
We are seeking a Business Analyst to support a custom application development team that does system enhancements and production supporting, coordinating agile activities, refining backlogs, and ensuring system requirements are clearly defined and understood across the team. This role will help plan and lead agile ceremonies, translate business and technical needs into actionable work items, and provide reporting and analysis that guide continuous improvement. The Business Analyst will work closely with product owners, developers, and mission stakeholders to maintain system stability, support incremental enhancements, and ensure O&M efforts remain aligned with portfolio goals and user needs.
Key Responsibilities:
- Support the management and oversight of Operations & Maintenance (O&M) activities within a large enterprise applications services unit, ensuring continuity of service and timely issue resolution.
- Lead planning activities and facilitate agile ceremonies for ongoing O&M work, helping teams maintain cadence and clarity across sprints.
- Provide reporting, performance metrics, and analysis for O&M activities to support broader program visibility and decision‑making.
- Ensure O&M application objectives remain aligned with portfolio‑level goals and long‑term technology roadmaps.
- Monitor application performance and service delivery, ensuring adherence to service level agreements and proactively managing scope and priorities.
- Support the creation and documentation of technical standards, governance practices, and development guidelines to promote consistency, security, and compliance.
- Develop system specifications and contribute to project management and communication artifacts that support planning and execution.
- Translate business and system requirements into clear, actionable design specifications for development teams.
- Support project‑level execution through issue tracking, stakeholder coordination, and status reporting.
- Testing activities to include the following:
- Participate in acceptance testing activities by reviewing test scenarios and validating that test coverage aligns with documented business and system requirements
- Assist in validating functionality during UAT or O&M-related regression checks by confirming that implemented changes meet user expectations and acceptance criteria.
- Collaborate with other testers and developers to clarify requirements, resolve ambiguities, and ensure test cases reflect intended business rules.
- Support defect triage by assessing business impact, clarifying expected behavior, and aiding prioritization for remediation.
Here's what you need:
- Clearance: Active TS (optional SCI with CI Poly)
- 5 years of professional experience
- 3+ years of experience supporting or leading agile software development teams, including:
- High-level goals and objectives decomposition
- Experience translating core customer needs into actionable requirements, user stories, and acceptance criteria
- Backlog refinement
- Leading agile ceremonies
- 2+ years of experience coordinating and/or supporting Scaled Agile Framework (SAFe) Agile teams
- 2+ years of experience using Atlassian Jira for backlog, workflow, and reporting functions
- Willingness to go 100% onsite in Washington, DC.
