Job Summary

We are seeking a CIS Delivery Lead to lead the technical delivery, configuration, integration, testing, deployment, and support of a business-critical Customer Information System (CIS). This role combines hands-on enterprise application development with end-to-end ownership of complex components, technical decision-making, and leadership of junior to mid-level developers. The ideal candidate has strong software engineering fundamentals and, preferably, experience in utility billing and customer operations.

Key Responsibilities

• Lead fit-gap analysis and translate business requirements into application configurations, business rules, scripts, integrations, extensions, or custom code.

• Own complex application components end-to-end, from technical design and development through testing, release, and production support.

• Configure and validate customer accounts, service points, billing, rating, payments, collections, and meter-to-cash processes.

• Develop and maintain application components and integrations using established platform tools, APIs, and coding standards.

• Oversee unit, configuration, integration, regression, performance, security, acceptance, parallel-run, and production-verification testing.

• Troubleshoot complex defects using application logs, batch results, interface traces, SQL queries, bill analysis, and root-cause analysis.

• Lead controlled releases, configuration migration, data corrections, cutover, stabilization, incident resolution, and ongoing application maintenance.

• Establish reusable components, configuration standards, automated tests, and technical documentation.

• Lead, coach, and develop junior to mid-level developers through work allocation, technical guidance, code and configuration reviews, and knowledge sharing.

• Ensure delivery quality, secure coding, maintainability, and adherence to engineering and change-management standards.

Required Experience

• 5+ years of experience in enterprise application development, utility CIS configuration, or a related technical discipline.

• Experience covering technical design, application integration, testing, release management, and production support.

• Demonstrated ability to own complex technical components and mentor or guide other developers.

• Strong experience with enterprise software engineering and database-driven applications.

Nice-to-Have Experience

• Utility billing and rating, meter-to-cash, tariffs, collections, payments, and regulatory charges.

• Philippine electric-distribution utility operations and applicable regulatory requirements.

• Experience with business-critical systems requiring high availability, security, auditability, and controlled changes.

• Exposure to API gateways, messaging, ETL, batch processing, and data reconciliation.

Required Skills

• Enterprise Development & SQL: C#/.NET, Java, or a comparable object-oriented language; SQL, relational data models, query analysis, and data validation.

• CIS Configuration & Integration: CIS parameterization, business rules, scripts, reference data, REST APIs, SOAP, JSON, XML, authentication, and environment migration.

• Technical Leadership & Engineering Delivery: End-to-end component ownership, source control, peer reviews, CI/CD, automated testing, secure coding, release management, and developer mentoring.
