Lead Environmental Program Manager

This vacancy is for a GS-0028-12, Lead Environmental Program Manager located in the Department of Homeland Security, U.S. Coast Guard, Base Astoria, Base Astoria Public Works Division located in Warrenton, OR.

You will serve as a Lead Environmental Program Manager and be responsible for leading the development, execution, and sustainment/continual improvement of the environmental management program Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as lead installation technical expert on environmental program issues, advising and briefing on matters concerning environmental compliance, pollution prevention/sustainability efforts, and overall state of environmental stewardship. Training and educating personnel on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives. Conducting inspections of facilities and equipment, internal audits of installation activities and operations, reviewing operating records and data, sampling and analysis, and oversight of Contractor project work.. Identifying environmental compliance issues, requirements, and areas of concern and developing operational controls and courses of action to mitigate risks. Identifying the need for the development, improvement, or updating/changing local environmental program guidance documents. Developing and maintaining a records/document management system to properly archive and retain key environmental program operating records and data. Developing scopes of work to correct/improve facility conditions and operational setups related to environmental compliance issues. Must be able to obtain and maintain Contracting Officer's Representative (COR) certification. Must be able to obtain and maintain a Coast Guard issued Environmental Planning (NEPA) Warrant. Must be able to obtain and maintain an OSHA 40 hour certification (HAZWOPER).
