Lead Technical Product Owner– Insurance

Discussion

Salary: HKD 650000 - 975000 per annum

About the Role:
A well-established financial services organisation is expanding its technology function and is looking for several experienced Lead Technical Product Owners to take ownership of key application domains across its digital insurance ecosystem. This is a confidential search on behalf of our client, a major player in the insurance and financial services industry with a significant regional footprint.
Lead Technical Product Owner will act as the primary bridge between business stakeholders and technology delivery teams, driving the modernization, stability, and continuous improvement of a critical platform. You will take end-to-end accountability for your domain — from shaping the roadmap and backlog through to release governance and post-launch support — while mentoring junior product colleagues and helping to mature product practices across the wider technology organisation.
We are hiring across four specialised tracks, each aligned to a distinct part of the technology landscape. Candidates may indicate a preferred track or express interest in more than one:
  • Quotation & Claims Systems — ownership of digital quotation engines and end-to-end claims workflow platforms within the motor/general insurance line.
  • Customer & Document Platforms — ownership of CRM and document/content management ecosystems supporting customer engagement and record-keeping.
  • Connectivity & Data Exchange Systems — ownership of the enterprise connectivity layer, service interfaces, and the data exchange linking core systems with partner ecosystems.
  • Product Rating & Policy Administration Systems — ownership of the core policy administration environment and the rating engines underpinning the organisation's product offerings.
Key responsibilities:

Stakeholder engagement and requirements shaping
  • Act as the trusted product partner for business units, working closely with underwriting, claims, customer service, and operations teams to surface pain points and translate them into clear, actionable technology requirements.
  • Facilitate workshops and discovery sessions to clarify ambiguous or competing business needs, negotiating scope and sequencing where priorities conflict.
  • Build and maintain strong working relationships with architecture, engineering, QA, infrastructure, and external vendor teams to ensure smooth end-to-end delivery.
Roadmap and backlog leadership
  • Take full ownership of the product backlog for your domain, spanning one or more interconnected systems, and ensure it reflects a healthy balance of new capability, technical debt, and operational resilience work.
  • Write and refine epics, user stories, and acceptance criteria to a standard that allows engineering teams to estimate and deliver with minimal ambiguity.
  • Continuously evaluate the backlog through the lens of business value, delivery risk, cross-team dependencies, and long-term technical sustainability, adjusting priorities as new information emerges.
  • Proactively identify opportunities to automate manual processes, simplify overengineered workflows, and retire legacy functionality that no longer serves the business.
Delivery governance and execution
  • Support sprint ceremonies and release planning cycles, ensuring the team has a clear, well-sequenced plan heading into each delivery cycle.
  • Track delivery velocity, business outcomes, and operational KPIs, reporting progress transparently to stakeholders and escalating risks early.
  • Identify, log, and actively manage dependencies and risks that span multiple teams, vendors, or systems, driving resolution rather than simply flagging issues.
Production support and continuous improvement
  • Participate in incident analysis and production issue triage when domain expertise is needed, contributing to root-cause discussions and follow-up remediation planning.
  • Use insight from support trends and incident patterns to shape future backlog priorities and reduce recurring operational pain.
  • Champion a culture of continuous improvement, regularly revisiting processes, tooling, and ways of working to raise the bar for the wider product team.
People development
  • Mentor and coach junior Technical Product Owners, sharing domain knowledge, stakeholder management techniques, and backlog discipline.
  • Support structured knowledge transfer across the team to reduce key-person dependency and build broader domain coverage.
What you'll need to succeed:
  • A minimum of 8+ years of experience across product ownership, business analysis, application delivery, or comparable IT roles, including at least 2 years in a team lead or people-leadership capacity.
  • Solid, practical grounding in agile delivery and SDLC practices, with the judgement to adapt rigidly-defined frameworks to real-world delivery constraints.
  • Demonstrated comfort juggling multiple concurrent priorities and stakeholder groups, including at times conflicting agendas across business and technology functions.
  • A working understanding of application support, enhancement delivery, and change management, ideally within a regulated or enterprise environment.
  • Prior experience collaborating with both internal technical teams and external vendors, including negotiating scope, timelines, and quality expectations.
  • Strong analytical thinking, written and verbal communication, and structured problem-solving skills, with the ability to distill complex technical topics for non-technical audiences.
  • Strong written and spoken communication skills in both Chinese and English, with the ability to engage confidently with bilingual business stakeholders and regional teams.
  • A bachelor's degree in Computer Science, Information Systems, or a related discipline.
  • Certification in Agile, Product Management, or Business Analysis is an advantage but not mandatory.
  • Prior exposure to insurance, banking, or broader financial services technology is highly regarded, particularly familiarity with policy administration, claims, rating, CRM, or connectivity platforms.
