Learning & Development (L&D) Specialist - Service and Ops Management
Job Summary
The Learning & Development Specialist will design and provide learning interventions in the areas of service delivery, and compliance and enforcement, based on the Service and Enforcement Competency Frameworks and Training Roadmaps.
Responsibilities
- Develop and manage learning interventions aligned with Service and Enforcement Competency Frameworks and Training Roadmaps to build capabilities in service delivery and compliance enforcement within the Public Service
- Project manage programme development and related workstreams by coordinating stakeholders, overseeing business processes, managing budgets, and ensuring timely delivery of learning initiatives
- Develop and deliver suitable online, blended and classroom learning interventions (e.g. identifying learning needs, develop curriculum and training materials, organise learning events), including overseas learning trips
- Review and improve existing learning interventions
- Partner subject matter experts to develop learning outcomes, curriculum, and learning resources (such as e-learning, podcasts, videos, toolkits, case studies, role play etc.)
- Design and facilitate learning sessions, discussions and learning activities in programmes and workshops
- Evaluate the effectiveness of learning interventions at individual and organisational levels using data-driven methods and provide actionable recommendations for continuous improvement
- Contribute to market intelligence gathering and research in L&D to keep learning interventions abreast of future trends and relevant to learners
- Lead, manage and/or contribute to consultancy projects (includes L&D, competency framework development, human-centred design, service culture) with public agencies to support their transformation efforts and/or their developmental plans
- Demonstrate integrity and commitment to excellence in all aspects of work
Preferred competencies and qualifications
- Experience in andragogy and learning and development, particularly in service delivery or compliance and enforcement contexts
- Proven ability to design and facilitate learning programmes across multiple modalities including face-to-face, virtual, and blended formats
- Strong organisational, analytical, project management, and communication skills applied to learning needs analysis, programme management, and learning evaluation
- Ability to engage and collaborate effectively with diverse stakeholders within and outside the organisation
- Self-motivated, proactive, resourceful, and innovative approach to continuous improvement and problem-solving
- Fresh graduates with a passion for learning and development are encouraged to apply; designation will be commensurate with experience
