Learning Program Manager - Operations, Construction, and EHS

The Operations, Construction, and Environmental, Health and Safety (EHS) Learning Program Manager is responsible for developing, implementing, and continuously improving training programs that support safe, consistent, and effective execution across data center operations, construction, commissioning, and environmental health and safety functions. This role partners closely with operational leaders, construction teams, EHS stakeholders, and site personnel to identify training needs, strengthen workforce capability, support regulatory and certification compliance, and ensure employees are prepared to perform critical work safely and effectively. The role also helps maintain the learning catalog, supports site-specific training needs, and uses data to evaluate training effectiveness and drive continuous improvement.

Key Responsibilities

Conduct regular gap analyses to identify opportunities for continuous program improvement

Utilize training effectiveness metrics to plan and implement program improvements.

Engage with stakeholders across the business to identify risks and determine how training can support mitigation of those risks.

Manage the existing training catalog by updating and retiring courses as needed.

Support operational Edged sites in the development of site-specific training materials.

Partner with Site Operations, Construction, and EHS to ensure certification compliance across regulatory-required training topics.

Partner with EHS team to ensure EHS training programs effectively support safe work practices across both operations and construction.

Ensure maximum value is derived from owner’s training at new sites.

Partner with Data Center Construction organization to develop programmatic support of Edged project management/delivery and commissioning functions.

Oversee the implementation of Data Center Technician qualification program.

Uphold training governance and ensure audit readiness by tracking and reporting on training completion.

Facilitates in-person delivery of training materials to support process adoption and skills development.

Skills

Understanding of adult learning principles, instructional design, and training program management.

Ability to translate complex technical, operational, construction, commissioning, and EHS topics into clear, practical learning materials.

Ability to partner effectively with site operations, construction, commissioning, EHS, and leadership teams.

Experience using training data, completion reports, assessments, and learner feedback to evaluate program effectiveness and drive improvement.

Effective project management skills, including the ability to manage multiple programs, priorities, timelines, and stakeholders.

Familiarity with Learning Management System (LMS) administration, training records management, certification tracking, and audit readiness practices.

Strong written and verbal communication skills, including the ability to facilitate training and communicate with both technical and non-technical audiences.

Key Qualifications

Bachelor’s degree in a related field or 5+ years relevant experience supporting training programs or working within a critical facility, data center, construction, commissioning, industrial operations, or EHS environment.

Experience developing or managing training programs in data centers, critical facilities, construction, commissioning, utilities, manufacturing, industrial operations, or a similarly technical environment.

Experience supporting compliance-driven training programs, technical qualification programs, or role-based learning paths.

Demonstrated ability to work with subject matter experts to develop accurate, scalable, and practical training content.

Experience coordinating cross-functional learning initiatives across multiple sites or business units.

Preferred experience with learning management systems, eLearning tools, instructor-led training, blended learning programs, and training governance processes.

Travel Requirements: Up to 25% travel required.
