Summary

Review banking applications, conduct financial analyses, and recommend actions for national banks and federal savings associations under OCC regulations.

As a Licensing Specialist, you will provide technical and analytical support to the Office of the Comptroller of the Currency's (OCC's) chartering and corporate activities function by reviewing and evaluating applications, conducting financial analyses, and preparing recommendations to support decisions involving national banks and federal savings associations. You will apply applicable laws, regulations, precedents, and OCC policies to ensure accurate, timely, and well-supported actions.

As a Licensing Specialist, you will: Review applications and filings for technical adequacy, completeness, accuracy, and compliance with applicable banking laws, regulations, precedents, and OCC policies and procedures. Perform financial analyses to assess the proposal's impact on a bank's financial condition, future viability, and safety and soundness. Independently examine, evaluate, and recommend actions on low- to moderate-risk applications and notices, including branch, capital, corporate governance, investment, and related filings. Make recommendations to deciding officials and serve as the deciding official when authorized. Collaborate with OCC business units to obtain technical input, ensure timely, accurate, and complete information in the Centralized Application Tracking System (CATS), and prepare confidential decision memoranda that present the facts and support recommended actions. Assist in drafting and updating policies, procedures, operational guidance, and CATS content to reflect current laws, regulations, and OCC policy. Collaborate with OCC business units to ensure appropriate input into policy and system updates. Provide technical advice and guidance on applicable laws, regulations, policies, and procedures to internal and external stakeholders, and respond to routine inquiries. Support operations by preparing and distributing reports; processing background checks and FOIA requests; researching, reviewing, and certifying corporate records and financial institution organizational history; maintaining records in compliance with eDocs and records management requirements; generating information and reports using OCC reporting systems; and performing related administrative and operational support activities.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Complete a one-year probationary period (unless already completed). Complete a background investigation (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Travel occasionally to attend conferences and/or training.
