About the Role
We are seeking an experienced Logistics Manager to lead our last-mile delivery operations in Singapore. You will be responsible for managing third-party logistics (3PL) vendors, optimising delivery routes and costs, ensuring service quality, and maintaining full regulatory compliance with Singapore's food safety and workplace safety standards. This role is ideal for a hands-on logistics professional who thrives in a fast-paced, data-driven environment.
Key Responsibilities
1. Third-Party Logistics Vendor Management
- Lead end-to-end vendor lifecycle management including sourcing, evaluation, contract negotiation, onboarding, and ongoing performance management of 3PL partners
- Coordinate with vendors to ensure adequate fleet capacity and driver resources that meet food safety transportation standards
- Establish and maintain a vendor performance scorecard tracking key metrics such as on-time delivery rate, damage rate, and customer satisfaction; implement a structured review and rationalisation process
- Manage vendor communications, resolve disputes, and foster strong collaborative relationships
2. Cost Optimisation & Commercial Negotiation
- Monitor and optimise the logistics cost structure; develop competitive and sustainable freight pricing strategies
- Conduct price negotiations with vendors to achieve cost efficiency without compromising service quality
- Analyse operational data including cost per order, vehicle utilisation rate, and mileage efficiency to identify and execute cost-reduction initiatives
- Prepare and manage the annual logistics budget; ensure actual expenditure remains within approved limits
3. Dispatch Management & Route Optimisation
- Lead and manage the dispatch team with overall accountability for route planning outcomes
- Leverage Transport Management Systems (TMS) and intelligent routing tools to optimise delivery routes, balancing efficiency, cost, and service experience
- Ensure high on-time delivery rates while minimising empty runs and unnecessary detours
- Monitor real-time delivery progress and respond swiftly to exceptions such as traffic congestion, vehicle breakdowns, and last-minute customer changes
4. Service Quality & Customer Experience
- Build and maintain a delivery service quality monitoring framework; track and act on customer feedback and complaints
- Coordinate the resolution of delivery incidents and establish standardised emergency response procedures
- Continuously improve last-mile delivery experience to enhance B2B merchant satisfaction
- Ensure end-to-end cold chain temperature compliance throughout the delivery journey in accordance with Singapore Food Agency (SFA) food safety regulations
5. Regulatory Compliance & Safety Management
- Ensure all logistics operations comply with Singapore's Workplace Safety and Health (WSH) Act, SFA food transport regulations, and other applicable laws
- Conduct regular inspections of vehicle condition and driver qualifications; proactively identify and eliminate safety hazards
- Support SFA inspections and third-party audits; maintain all required operational licences and certifications
Requirements
Education
- Diploma or above in Logistics Management, Supply Chain Management, Transportation, or a related field preferred
Experience
- Minimum 5 years of experience in logistics and delivery operations, with at least 3 years in a managerial role
- Prior experience in the food industry is strongly preferred, particularly in cold chain distribution of fresh produce, frozen goods, or perishable products
- Experience working in Singapore's local logistics and delivery landscape is highly desirable
- Demonstrated track record in managing third-party logistics vendors is a plus
Technical Skills
- Proficient in operating and managing a Transport Management System (TMS) or intelligent dispatch/routing platform
- Solid understanding of Singapore's logistics industry standards, SFA food safety regulations, and cold chain handling requirements
- Strong analytical capabilities with a data-driven decision-making approach; proficient in Excel and business intelligence tools
- Familiarity with route optimisation algorithms and fleet resource allocation logic; Lean or Six Sigma experience is a plus
Language
- Good command of English for day-to-day business communication, vendor negotiations, and report writing
- Fluent in Mandarin Chinese
