1. Strategic Operational Integration Intermodal Synchronization:

  • Develop and execute integrated scheduling protocols between the Rail Department and Port Operations to maximize "direct-to-ship" loading, reducing double-handling costs.
  • Bottleneck Analysis: Utilize data analytics to identify throughput constraints in the conveyor/silo chain and implement $OEE$ (Overall Equipment Effectiveness) improvements.
  • Capacity Planning: Forecast terminal footprint requirements based on seasonal commodity fluctuations and rail delivery schedules Repair Execution & Quality (KPI: First-Time Fix Rate):

2. Technical & Infrastructure Governance:

  • Asset Integrity Management: Oversee the lifecycle of critical assets (e.g., ship-loaders, grab cranes, and reclaimers), ensuring that the Mean Time Between Failures (MTBF) is maximized.
  • Automation & Innovation: Evaluate and pitch the implementation of automated moisture-sensing, dust suppression systems, or automated stacking technologies to the Deputy Head.

3. Financial & Commercial Stewardship:

  • Demurrage Mitigation: Proactively manage berth occupancy and loading rates to eliminate vessel and rail demurrage penalties.
  • P&L Accountability: Manage the departmental budget with a focus on reducing the Cost per Tonne handled through labor optimization and energy management.
  • Contract Management: Oversee third-party stevedoring or maintenance contractors, ensuring service level agreements (SLAs) are strictly met.

Qualifications / Experience / Technical Knowledge:

  • Education: Bachelor’s degree in Logistics, Maritime Studies, Engineering, or Business Management.
  • Experience: 8+ years in port operations, with at least 3 years in a senior leadership role specifically within Bulk Handling.
  • Technical Knowledge:
  • Material Science: Deep understanding of the physical properties of various bulk commodities (density, moisture content, angle of repose, and abrasiveness) and how they affect flowability and equipment wear.
  • Heavy Machinery Systems: Technical fluency in the mechanics of PLC-controlled ship loaders, stacker-reclaimers, and luffing/slewing mechanisms.
  • Conveyor Dynamics: Understanding of belt tensioning, drive systems (VFDs), and the structural integrity of galleries and transfer towers.
  • Familiarity with Terminal Operating Systems (TOS), bulk cargo properties, and heavy machinery.

  • Composure: Maintaining a "level head" when a conveyor belt snaps or a vessel misses its tide, providing a calming influence on the frontline crew. Persistence.
  • Uncompromising Integrity: The courage to stand up to commercial pressure (e.g., "load the ship faster") if it compromises the safety of the workers or the structural integrity of the berth.
  • Vigilance: A natural tendency to notice "weak signals" a strange vibration in a motor or a worker not wearing a harness before they lead to a catastrophic failure.

Working Conditions:

  • Outdoor Requirements: Frequent exposure to all weather conditions (extreme heat, cold, wind, and rain). Bulk terminals are often high-dust environments (coal, grain, minerals) and can be significantly noisy.
  • Industrial Setting: Work is performed around heavy moving machinery, high-voltage electrical systems, and at heights (conveyor galleries) or near deep water (berths).
  • Shift Support: Occasional night, weekend, or holiday work is required to oversee major operations or to conduct safety audits across different shifts.
  • Mobility: The role requires significant walking across large terminal footprints, climbing stairs/ladders to inspect conveyor towers, and navigating uneven terrain.
