WORK LOCATION: 350 Memorial Drive, Luling, TX 78648
SUMMARY
The Chief Operator is responsible for overseeing the daily activities of the Luling surface water treatment plant, diverting water from the San Marcos River near Luling, and providing a reliable source of municipal water treatment and delivery to the City of Luling and to the City of Lockhart that meets or exceeds the standards of the Safe Drinking Water Act, as enforced by the Texas Commission on Environmental Quality (TCEQ).
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Oversees the Luling Water Treatment Plant, Luling/Lockhart pump station, pipeline operations including the plant process, personnel, and equipment, to ensure that water of the required quality and quantity is produced.
- Directs all employees in the performance of their duties by:
- Providing direct supervision of operating and maintenance procedures ensuring that water quality test procedures are
understood and followed.
- Outlining responsibilities and providing a work plan.
- Delegating responsibilities commensurate with the employees’ skill level.
- Promoting excellent working relations between system customers and employees.
- Coordinating and documenting orderly and systematic performance of preventive maintenance and repair.
- Supervising maintenance of plant facilities and equipment.
- Coordinating repairs and adjustments to electrical instrumentation.
- Coordinating with the City of Luling staff and outside agencies to monitor the quality of water, insurance standards, and other requirements are met.
- Ensuring all TCEQ monthly reports are accurate and completed in a timely manner.
- Preparation of the System Customer billings.
- Processing invoices and stock orders, confirming that all equipment and supplies are delivered to the Plant.
- Reporting all problems or breakdowns that impair the operation of the plant to the Assistant Division Manager.
- Ensuring that provisions of the emergency operations plan are met.
- Assisting the Assistant Division Manager in the preparation of the annual budget and work plan.
- Implementing capital improvements or other projects as budgeted or required.
- Maintain a working knowledge of GBRA’s commitment and promise as they pertain to operations.
- Handling customer inquiries efficiently and courteously.
- Ensuring that all operations are performed in a safe and thoughtful manner and in accordance with the GBRA Safety Manual.
- Maintaining the security of the water plant.
- Acting as the designated lead instructor in the annual briefing on chemical hazards.
- Performs other specific duties as assigned.
