M&E Manager
Responsibilities
- Lead and manage all Mechanical & Electrical (M&E) works for tunnel construction projects, including Tunnel Boring Machine (TBM), Slurry Treatment Plant (STP), ventilation system, gantry crane, locomotive, pumping system, power supply and other temporary or permanent mechanical installations.
- Plan, organise and monitor the implementation of all M&E works to ensure compliance with project schedule, quality standards, contractual requirements and safety regulations.
- Develop and manage manpower allocation, construction resources, equipment, materials, consumables and subcontractors to achieve project objectives.
- Review and approve construction drawings, shop drawings, method statements, risk assessments and technical submissions for all M&E works.
- Coordinate with Client, Consultant, Authorities, Main Contractor and subcontractors on technical issues, inspections, testing, commissioning and project progress.
- Lead the planning and execution of installation, testing, commissioning, operation and maintenance of all tunnel mechanical and electrical systems.
- Monitor project progress, identify potential delays or risks, and implement corrective actions to ensure timely completion of works.
- Ensure all M&E works are executed in accordance with approved drawings, contract specifications, project requirements, LTA standards and relevant statutory regulations.
- Manage quality assurance and quality control (QA/QC) activities, inspections and documentation for M&E works.
- Oversee preventive and corrective maintenance programmes for TBM, STP and other tunnel mechanical equipment to maximise operational reliability.
- Prepare and review project reports including progress reports, resource planning, cost monitoring, inspection records, technical documentation and management reports.
- Manage project budgets related to M&E works, monitor costs and recommend cost-effective engineering solutions.
- Lead, mentor and supervise M&E Engineers, Supervisors and technical staff to improve project performance and technical competency.
- Support procurement activities including technical evaluations, vendor selection and equipment specifications.
- Ensure compliance with Workplace Safety & Health (WSH) requirements and promote a strong safety culture across all M&E activities.
- Perform any other duties assigned by Project Director or Project Manager.
