This position serves as the Management Analyst for the VR&E Division, and has the major responsibility for supporting the assessments of the operations of the VR&E Division. The broad scope of duties includes assisting in the implementation of revised organizational structures and providing the necessary studies and evaluations of various processes, allocation of budgets, employee utilization, resource allocation and delegations of authority.

Typical duties include, but are not limited to: Performs administrative work in one or more of the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management, and/or supply requisition. The incumbent performs management and/or program support work such as program or office planning, evaluation of programs or issues, training program administration, correspondence control, liaison, special projects, and board or committee related work. Evaluates, processes, or makes recommendations for effective organizational changes. Performs organizational analysis for functional areas throughout the division. Assimilates data for the VR&E Officer and develops graphs and charts for Quarterly Briefings, Trip Packs, and other technical reports. The incumbent compiles and controls monthly reports from professional and para-professional staffers. Assists with program oversight within the VR&E division via management directed studies and implementation of the division's workload management plan. Analyzes and monitors the division's resource needs. Communicates internally and externally with the full range of agency stakeholders. Stakeholders include division and RO managers, other VBA entities, individual members of the general public, as well as those from external government agencies. Research and Analysis Work: Research and/or analyzes problems, issues, or program requirements. Based on conditions and factors that relate to the subject program and related programs, determines what information is required and collect from many sources. Reviews information reconciles conflicting data and devises new or modified methods to analyze findings. Develops recommendations and proposals. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels. Responsible for internal controls and Division Systematic Analysis of Operations. Special Projects: Plans and/or accomplishes special projects. Performs a variety of duties related to special projects involving program issues that contain complicating elements. Assignments can be complex and frequently require analysis that entails gathering data from multiple sources. Accomplishment of the regularly recurring work requires mastery of advanced management and organizational skills along with a comprehensive knowledge of planning and processing in order to prepare long and short-term planning initiative in accordance with Regional Office policies and objectives.
