Management Analyst

This position works as an employee within the Veterans Service Center. The incumbent is an active participant in all aspects of division management. Responsibilities serve the primary purpose of lending assistance to the Veterans Service Center Manager (VSCM) and Assistant Veterans Service Center Manager (AVSCM) in the effective planning, controlling and accomplishing of the goals and objectives of the division as a whole.

Specific duties include: Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, distribution of workload, management controls, information and documentation systems, and similar functions of management. Develops proposals to restructure program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. Uses analytical techniques such as simple cost/benefit analysis and workflow analysis. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems or programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, management or internal control reviews. Resolves audit/inspection activities for a major segment of an agency program. Analyzes management techniques, processes, and styles for improving organizational effectiveness. Studies and implements management improvements in administrative areas identified through such means as internal control reviews, and management studies. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters. Formulates, presents, executes, and analyzes organizational budgets. Evaluates financial trends and determines compliance with agency guidance. Maintains records for the division for a multi-mission program consisting of related functions. Oversees suggestion and award, quality, and/or productivity programs. Work Schedule: Full time, Monday - Friday 8:00am - 4:30pm Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
