Analyzes and improves administrative operations for veterans' healthcare clinics, including budgeting, reporting, and compliance with federal safety standards.
The Management Analyst position is in San Antonio, Texas in the Community Living Centers (CLC) and the Geriatric Evaluation Management Clinics (GEM) within the South Texas Veterans Health Care System (STVHCS). The incumbent is responsible for administrative functions within CLCs and GEM clinics. This shall include fiscal, personnel, program and supply management.
Duties may include but are not limited to: Knowledge of various methods of data gathering and analysis to include but not limited to development and administration of general clinical practices and applications, flowcharting or work processes and organizational design. Knowledge of administrative regulations and operating procedures to perform management studies, identifies potential problem areas and recommends changes in existing management systems or operations. Ability to establish and maintain effective working relationships, to include the ability to communicate both orally and in writing with individuals from a wide variety of educational and cultural backgrounds. Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports. Responsible for management of resources including authorized FTE, overtime, and fund control points to ensure that resources are within established ceilings and guidelines. Identify workload trends and perform statistical analyses to determine resource needs and projections to accurately compile analyze and prepare management reports such as the AIMS and Labor Mapping for fiscal and data validation purposes. Manages all CLC and GEM clinic Electronic Inventory Lists (EIL) for equipment by inventories; entering into VISTA all purchased equipment, new equipment, replacements, transfer of equipment, and turn in of equipment. Advises management of equipment replacement dates; coordinates with Bio-Med for repair/replacement; and coordinates equipment loans/trials. Works with the GEC AO in the development of proposals and new CLC/GEM programs, ensuring that they are consistent with both system and service mission and goals. Assists with data collection, compilation, and graphic display of data. This may include completing pre-survey questionnaires, updating and revising policy and procedure manuals, and assuring that patient and CLC program records and maintained appropriately. Prepares all CLCs and GEM clinics program reports and contributes to the Business Plan and other report(s) as needed. Works with the GEC AO in the development of proposals and new CLC/GEM programs, ensuring that they are consistent with both system and service mission and goals. This may include a thorough cost analysis and identification of budget, space, FTE, equipment and supply requirements. Coordinates CLC quality improvement activities with GEC AO, Quality Improvement (QI) Coordinator, and Infection Control Nurse. Assists with data collection, compilation, and graphic display of data. Delegated as CLC Program Safety Officer, ensuring compliance with established safety policies and ensures that personnel receive the appropriate safety training. Delegated GEC Automated Data Processing Applications Coordinator (ADPAC), the Systems Administrator for AccuCare, and is responsible for evaluating the accuracy of data assuring that hardware, software and network resource components are working, and reported to GEC leadership.
