Management and Program Analyst

Position provides effective coaching, consulting and advising to management officials throughout the organization, upon request or as directed by management, in support of developing individual leaders and leadership teams, to ensure alignment with FAA/AVS/FS policy and guidance and organizational development strategies.

Is a recognized subject matter expert and consultant to management officials; including senior, middle and front-line managers, in all matters relating to the development and implementation of management skills and tools needed to provide effective oversight of various programs. Conduct organizational reviews and analysis for offices experiencing issues that affect performance, working relationships and/or individual employee well-being and directly assist in the formulation and implementation of plans that may involve or result in changes to organizational culture. Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole. Lead organizational health projects to develop leadership teams within Flight Standards. Lead unit/branch initiatives for FAA, AVS, and FS and/or for the branch. Provide advice and guidance to management officials and managers throughout Flight Standards on the development and implementation of sound policies, procedures and processes. Apply experience and expert knowledge of applicable Federal laws, regulations, policies, and procedures related to leadership and executive development issues in order to improve the quality, effectiveness, and efficiency of individual leaders, leadership teams, aspiring leaders, and various programs at FS, AVS, and FAA. Strategically and proactively plan, develop and implement programs and development solutions for Flight Standards management officials; including senior, middle and front-line managers, to improve leadership practices and effectiveness throughout Flight Standards (FS) with impact to specific FAA, AVS and/or FS prioritized goals and objectives. Serve as a direct confidant and advisor to management officials across the Service and as such is privy to potential and actual personnel actions, performance actions, labor relations issues, and similar confidential information. Conduct complex and controversial studies that result in authoritative recommendations, including formulation and implementation of policies and practices to improve management and leadership. Serve as an interviewer on managerial selection panels as assigned by management. Work directly with executive and senior level leadership and managers in pre-decisional capacity to develop and implement action plans to improve or enhance organizational health and performance. The nature of the work requires the incumbent, when applicable and at managers¿ discretion, to be aware of management¿s position on labor relations issues, disposition of grievances, and other organizational issues that may impact labor relations. Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Establishes overall work objectives ensuring planned work objectives align to unit/branch priorities and shares those work objectives with the unit manager. Independently plans and carries out assignments, informing his/her manager of the status of projects and potentially controversial areas. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.
