Summary

Oversees healthcare investigations and risk analysis for VA Central California, ensuring compliance with HIPAA and VHA regulations while coordinating fact-finding and reporting for leadership.

This position serves as the Investigation Coordinator and Risk Analyst (ICRA) covering all areas within the VA Central California Health Care System within the Fresno, CA, Merced, CA, Oakhurst, CA, and Visalia, CA locations. The ICRA exists to contribute to the fulfillment of the VHA mission and vision by prioritizing the identification and mitigation of emergent health care system risks.

Major duties include: Coordinates, determines, evaluates, and conducts assessments for investigations and/or fact findings related to both clinical and non-clinical issues and, upon approval of the Executive Director, will organize and implement formal fact findings. Create and maintain a monitor of all issues at VACCHCS requiring a formal or informal investigation and will complete and provide a final written report to the Service Chief regarding the outcome of those investigations and/or fact findings. Confidentiality and the level of sensitive information often requires the ICRA to function independently with regard to privacy and Health Insurance Portability and Accountability Act (HIPAA) concerns. Prepares reports and compiles responses for Executive Leadership Team (ELT), Service Chiefs, OAWP, OIG, OGC, EEO/HPP, ELR/HR, and others as needed. Develops databases and monitors for tracking investigations, allegations, and trained resources to identify patterns that may be indicative of system-wide issues Identifies indicators, progress measures, objectives and emphasis areas that are potentially noncompliant per the VHA rules and regulations. Oversees the development and implementation of regular and effective education and training for VACCHCS employees on issues relating to conducting fact findings and investigations. Regularly reviews feedback from provided trainings, training attendees, Service Chief comments, updates to VHA and station policies to ensure compliance with the fact-finding training process.
