This position is located within the Resources Directorate, in the Financial Management Department at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties include, but are not limited to the following: Employee will coordinate for signature, provide facilitation and guidance, and assist customers in drafting and producing sharing and support agreements between government agencies and functions at the FHCC. Performs data analysis in support of business planning, provider productivity, and department workload performance in support of management objectives. The employee will mine for data appropriate to the multiple service lines and provide command leadership of the necessary analysis to make short term decisions as well as develop long term planning goals. The employee will be familiar with healthcare terminology, processes, and functions in order to define and diagram service line processes and develop accurate flowcharts and reliable measures for them. Provides direct support to the Chief Finance Officer (CFO) and the Assistant Finance Officer (AFO) by mining, organizing, analyzing, and presenting information relevant to all service lines of FHCC. The employee is responsible for producing numerous reports on a weekly, monthly, quarterly, and annual basis. Utilizes working knowledge of graphical techniques to create slides, white papers, after action reviews, and executive summaries. Extracts healthcare workload data to track progress of the annual business plan by fully utilizing VHA Support Service Center (VSSC). Demonstrates knowledge of Current Procedural Terminology (CPT) and International Classification of Diseases (ICD) codes to further analyze data and indicate trends in exams, procedures, coding, and diagnosis. Interfaces with clinical providers and managers to maximize provider productivity while maintaining or exceeding Health Affairs and VHA guidance on Population Health metrics. The employee will use all available data systems to achieve an integrated reports library. Examples of these systems include but are not limited to, CHCS, VSSC, DSS, VERA, ARC, and VISTA. Responsible for understanding and use of new information management systems available to VA. The employee provides the Assistant Finance Officer (AFO) and the Assistant Director for Resources/Chief Financial Manager (CFO) with full information and specific recommendations concerning all administrative aspects required in sound and proper management concepts and determinations. Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication, and forms management. Directs administrative support services to ensure that inquiries, correspondence, and actions for the Fiscal Department are addressed timely and appropriately. Develops information papers and correspondence on wide variety of administrative functions. Independently coordinates and performs administrative duties delegated by the CFO and AFO, Fiscal Department. Represents and speaks on behalf of the Fiscal Department at designated meetings, reflecting the views and consensus of the Fiscal Department to other service lines/programs, outside agencies, and visitors when appropriate. Records and/or takes minutes for Fiscal related meetings and committees. Prepares and presents reports for leadership, including daily reports as required. Assists the AFO and the CFO with the development of new policies, systems planning, monitoring and evaluation of systems, and development and implementation of the quality improvement plan. Provides administrative and technical support in the areas of fiscal planning, marketing, organizational development, customer satisfaction, resource management, safety planning and implementing all professional and administrative activities. Serves as the Automated Data Processing Application Coordinator (ADPAC), Personnel Management liaison for the Financial Management Department providing administrative, technical, analytical, and Automated Data Processing (ADP) support. In this capacity, the employee provides input for top level managerial decisions and policy design in the Fiscal Department. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
