MANAGEMENT AND PROGRAM ANALYST (WORKFORCE MANAGEMENT)
About the Position: Serves as the Chief of Workforce Management for the U.S. Army Engineer District, Japan (POJ). Provides staff advice and guidance to the Commander and staff on a broad range of civilian and local national workforce management functions. This position is located on Camp Zama, Japan. Advise the District Commander and staff regarding staffing requirements, workforce resources, program objectives and problems.
Supervise civilian and local national employees. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Review organizational requirements and/or conduct studies relating to: turnover; mission and technology to identify staffing trends; anticipated vacancies; and retention deficiencies to develop short- and long-range staffing requirements and plans.
Advise and guide district leaders on the policies and procedures required under the DoD Five-Year Limitation on Foreign Employment and the relationship to transportation and tour agreements.
Manage the recruitment and selection process for all Department of Army (DA) and Master Labor Agreement (MLA) positions.
Identify needs for and initiate special projects and studies, such as succession planning, workforce analysis, and planning initiatives.
