Management & Program Analyst

Summary

Senior analyst advising DOL leadership on workforce development programs, policies, and compliance under WIOA and Perkins V, including grant oversight and regulatory reviews.

Positions are located in the U. S. Department of Labor (DOL), Employment and Training Administration (ETA), National Office, Office of Workforce Investment (OWI). ETA contributes to the more efficient functioning of the U.S. labor market by providing high quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems. Positions are not in the bargaining unit.

Major duties for this position are listed below: Serves as a senior expert Management and Program Analyst and principal advisor to senior Employment and Training Administration (ETA) leadership on the strategic direction, evaluation, and improvement of major national workforce development, education, and training programs, policies, and management systems. Translates broad legislative, regulatory, executive, and departmental direction into programmatic and administrative strategies designed to improve participation, service delivery, accountability, and outcomes for individuals served through ETA-administered programs. Develops, analyzes, and evaluates proposed or revised policies, regulations, goals, objectives, and administrative frameworks governing ETA programs and operations. Reviews pending or proposed legislation, regulatory changes, and policy initiatives to determine actual or projected impact on program administration, organizational responsibilities, resource requirements, performance accountability, and service delivery. Independently plans, organizes, and conducts broad, complex studies of national workforce development, education, and training programs; discretionary initiatives; contracts; and related management processes to assess their effectiveness, efficiency, and alignment with agency mission, statutory requirements, and strategic goals. Plans, directs, and coordinates the work of project teams, workgroups, contractors, and other participants engaged in developing policies, grant initiatives, technical assistance, or complex studies and special initiatives involving interrelated programmatic and administrative issues. In the role as a certified Contracting Officer's Representative (COR), performs specific responsibilities as set forth in the Appointment Letter provided by the Contracting Officer (CO). As the COR, provides technical guidance to assure that the technical scope and terms of the contract are met. Ensures that any action considered as a commitment or change that affects price, quality, quantity, delivery or other terms and conditions of the contract is referred to the Contracting Officer. Analyze Workforce Innovation and Opportunity Act (WIOA) and Perkins V program requirements, policies, and procedures to support statewide and local implementation. Review local applications, budgets, and program plans for compliance with federal and state regulations. Develop recommendations for program improvements based on data analysis and performance outcomes. Research legislative, regulatory, and policy changes affecting WIOA and Perkins V implementation. Assist in developing guidance documents, procedures, and policy interpretations.
