WHO WE ARE\:

We are looking for a Manager V to work in the Information, Innovation & Insight division. This position will be full-time on-site in the located at 101 East 15th Street in Austin, TX.
TWC offers flexible schedules and requires work hours that are Monday to Friday between 7\:00 AM to 6\:00 PM. Flex scheduling is available depending on work performance and/or demonstration of need, but the individual should have the ability to be available for most peak business hours (9\:00 AM to 5\:00 PM).

WHO YOU ARE\:
We’re seeking a service-minded leader to manage, supervise, and work alongside a diverse and highly capable data analyst team. Candidates must be enthusiastic about working collaboratively with teammates, workforce program staff, stakeholders, and job seekers to help positively transform state government by improving services, outcomes, and efficiencies within the Texas Workforce System. Candidates must also be skilled at identifying and cultivating talent, conveying complex information effectively to audiences with differing levels of data literacy, and have relevant program area knowledge of TWC’s Unemployment Insurance, Program Integrity, and Childcare (UIPIC).
The UIPIC team has eight members and specializes in TWC’s UI, Program Integrity, and Childcare data. The UI program provides temporary income for workers who are unemployed through no fault of their own. Program Integrity team functions focus on fraud detection and supporting WorkinTexas.com and the Virtual OneStop (VOS) system in connecting people with careers. Meanwhile, the Childcare program assists working families and their children.
Members of the UIPIC team operate collaboratively in an environment that encourages cross-training and peer mentorship. Staff are mostly self-directed and produce high-quality research and evaluation work as well as proactively creating and applying complex models to solve system problems. Therefore, manager candidates must be flexible and prepared to shift between collaborative, consultative, transformational, and laissez-faire management styles and adapt to meet staff needs and preferences.
Candidates must also encourage and empower staff autonomy to make decisions and take ownership of work. Candidates should respect staff as subject matter experts and collaborators, learning from them and supporting them as staff grow into leadership roles within the agency. Candidates must have excellent active listening skills and deliver criticism and feedback in constructive and sensitive ways.
WHAT YOU WILL DO\:
The UIPIC team is located within TWC’s Department of Analytics and Evaluation (A&E). At A&E, we unlock the power of data to drive our agency’s transformation into a fully realized Information-Informed, Learning Organization (IILO). Hence, our teams collaborate to produce and analyze data and business processes to better serve everyone who relies on the Texas Workforce System.
The manager of the UIPIC team (Manager V) performs highly advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. The manager will work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Will oversee and coordinate the day-to-day activities of data analysts, establish goals and objectives, develop and approve schedules, set and adjust priorities, cultivate talent via timely professional development, create and implement standards, and evaluate staff performance. The manager will also oversee, review, and approve state and federal mandated reporting, special investigations, data governance and storage methods, data integrity protocols, peer review procedures, quality assurance policies for reports and tools, research and program evaluation studies, special projects, internal audits, ad hoc requests, and the implementation of special initiatives.
Fulfilling these responsibilities will require relevant program area knowledge and the ability to provide feedback and direction on staff work. The manager will be expected to conduct multiple simultaneous tasks to facilitate data analyses and reports on short timeframes. Furthermore, the manager will commit to continuous professional development to keep current with TWC events and developments and expand relevant workforce program knowledge. The manager will perform other work duties as assigned or needed to cultivate workforce programs and further TWC’s mission.
YOU WILL BE TRUSTED TO\:
- Manage day-to-day activities of staff.
- Oversee the allocation of resources to achieve timely outcomes and measurable goals; monitor and evaluate the effectiveness and efficiency of staffing levels.
- Oversee the implementation of changes resulting from new legislation.
- Oversee special investigations, research studies, special projects, internal audits, and the implementation of special initiatives.
- Establish goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage evaluation activities.
- Monitor compliance with policies and procedures; and provide input or approve new policies and procedures.
- Prepare management and productivity reports; and review and approve documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
- Develop and implement techniques for evaluating business function, division, or department activities.
- Develop and evaluate department budget requests, monitor budget expenditures, and adjustment as necessary.
- Review and evaluate the impact of proposed federal and state laws on program objectives.
- Identify areas of needed change and make recommendations to improve operations.
- May manage multiple business functions and provide oversight to associated staff.
- Supervise the work of others.
- Perform related work as assigned.
YOU QUALIFY WITH\:
- Six years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, two years of which must have been in an
administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications for this position.
- One year of full-time in-service TWC experience classified as a Manager IV with regular status will satisfy the minimum qualifications.
YOU ARE A GREAT FIT WITH\:
- Graduation from an accredited four-year college or university.
- 3 years of experience working with TWC unemployment insurance, program integrity, or childcare program.
- 2 years of experience organizing or leading teams in analytic or technical environments.
- Experience analyzing or using data to implement program, operation, or policy changes.
- Experience analyzing or researching workforce program issues.
- Knowledge of data analytic software applications or programming languages.
- Experience or aptitude in interpreting and applying agency policies, procedures, legislation, and regulations relating to TWC agency programs, goals, and objectives.
