Manager, Buildings and Facilities

Position Summary:

The Manager M&R Buildings & Facilities is responsible for overseeing all aspects of FMS facilities for building and infrastructure assets within the fenceline and including Main Gate Tower, Power and Chassis Shops, Second Marine Tower, electrical substations and vaults, lighting, terminal roadways, berths, and perimeter security fencing. The Manager M&R Building & Facilities shall maintain a positive and safe work environment and use best business practices to manage resources and processes to meet the needs of the company.


Primary Duties and Responsibilities:

  • Serves as Safety Leader for Buildings & Facilities and is proficient in incident response and knowledgeable of PoLA emergency response and escalation procedures.
  • Ensures high customer satisfaction levels over site facility maintenance.
  • Maintain single point of contact with PoLA and coordinate all onsite PoLA maintenance activities appropriately and including escalation to affected FMS parties.
  • Serve as site sponsor for fuel vendor, including site safety expectations and tracking purchase volumes and inspections of stationary storage facilities.
  • Works with procurement to ensure cost efficient and reliable parts supply, order food and beverages, equipment, and supplies.
  • Ensure the facility meets government health and safety standards.
  • Responsible for maintaining proper signage and notices on the terminal.
  • Ensure compliance with all safety and security protocols.
  • Manage the Annual Trench Drain & Storm Drain cleaning.
  • Maintain perimeter fencing and gates in good condition in coordination with Facility Safety Officer.
  • Repair and schedule routine check-ups for facility equipment, buildings and property.
  • Plan and execute annual state elevator inspections.
  • Responsible for Waste Management maintenance and reporting.
  • Manage preventive maintenance and repairs on terminal (plumbing, electrical, electric vault cover, asphalt, concrete runways, potholes, scales, etc.)
  • Engage in negotiations regarding outside repairs.
  • Coordinate with the HVAC vendor to address frequent correction requests.
  • Responsible for labor restrooms cleanup/pressure wash-down.
  • Review the work of contractors to ensure conformance to standards.
  • Respond to managers or employee maintenance concerns.
  • Stewards capital workflow for upgrades and end-of-life assets within area of responsibility
  • Investigates and implements long-term cost savings solutions to maximize profitability of the terminal.
  • Maintains a working and professional relationship with MFOW, ILWU labor and OCU, and is knowledgeable in labor contracts and grievance procedures.
  • Support the Facility Safety Officer (FSO) as requested.
  • Ensures the safe and clean working environment through the adherence to state and federal regulatory agencies such as OSHA and through the performance of frequent inspections of all equipment.
  • Develop management systems and performance measurement KPI’s and dashboards to transparently track and report on performance.
  • Provide strong leadership, develop and set performance goals and act as a change agent.
  • Perform other related duties as assigned by the Director of Engineering

Supervisory Responsibility:

  • Supervise 2 – 100 employees (labor) directly and indirectly.
