Make a difference
Reporting to the Director, Capital Planning, the Manager, Capital Reporting and Spend Controls is responsible for overseeing financial reporting, funding reconciliation, commitment tracking, lifecycle cost validation, and spending controls for TCHC’s capital program. The role provides disciplined financial oversight and assurance across the capital lifecycle, including value‑for‑money assessment, post‑project evaluation, capital effectiveness measurement, and business case assurance.
The Manager ensures capital expenditures and funding are accurately tracked, reconciled, governed, and reported in alignment with organizational objectives, capital planning policy, and City reporting requirements. Through strong financial controls, reporting discipline, and analytical assurance, the role supports transparency, accountability, and informed decision‑making across a complex and highly scrutinized capital environment.
What you’ll do
Capital Reporting:
Lead the preparation and delivery of capital financial reports, including plan‑versus‑actual analysis, funding‑to‑spend reconciliation, governance reporting, and stakeholder presentations.
Provide stewardship of State of Good Repair (SOGR) capital budgets, reporting and spend controls, and deliver capital performance reporting to senior management, governance bodies, and City Councillors.
Develop and maintain capital effectiveness and value‑for‑money performance indicators, and integrate lifecycle cost validation, value‑for‑money assurance, and business case assurance into capital reporting outputs, while maintaining established capital reporting standards.
Spend Controls & Monitoring:
Manage capital commitment tracking, forecast accuracy, and expenditure controls throughout the project lifecycle.
Oversee reconciliation of approved capital funding to actual expenditures and budgets, and identify funding variances, pressures, and risks.
Apply enhanced financial control practices, including post‑project cost assessment, building on existing monitoring and control processes to support funding integrity and audit defensibility.
Lifecycle Cost & Value Assurance:
Oversee lifecycle cost validation and value‑for‑money assessments across the capital program.
Lead post‑project review inputs, including post‑project ROI analysis and assessment of planned versus realized financial and service outcomes.
Ensure robust assurance processes are in place to support strategic oversight, benefits realization, and compliance with capital governance requirements.
Capital Close-Out & Financial Controls:
Direct capital close‑out processes, including final funding reconciliation, financial controls, and assurance activities.
Ensure compliance with capital planning policy, accounting standards, and internal control requirements.
Support continuous improvement in capital financial control practices through identification of control gaps, process enhancements, and lessons learned from closed projects.
Team Leadership & Coordination:
Provide direction, prioritize work, and review outputs of staff supporting capital reporting and spend control activities.
Foster effective collaboration across Finance, Asset Management, and OPEX teams to support integrated delivery of capital financial control, reporting, and assurance responsibilities.
