Manager, Community Service Development
The Opportunity:

The Child and Family Division is seeking a dynamic and creative leader for the position of Manager, Community Service Development. Reporting to the Director, Community Service Development, this position will be responsible for community delivery and support within the South Service Areas to leverage local community service delivery response and resource basis for Ministry clients. This position will provide contract management of community-based organizations (CBOs). This involves developing and implementing plans for community-based resource development that reflects Ministry priorities and strategic goals; monitoring and measuring the effectiveness of community delivered programs and implementing strategies that build sustainable capacity in the community delivery system; and overseeing the program component of contract development, monitoring and evaluation. In addition, you will build and support collaborative relationships and partnerships between Ministry staff and the community-based sector to foster positive client outcomes for clients accessing community-based services. Travel is required.
- Manage a caseload of Community Based Organizations and corresponding contracts for services.
- Manage new and existing budget allocations.
- Identify trends, needs, and gaps in service areas.
- Monitor outcomes, effectiveness and performance of community-based organizations.

Technical Knowledge and Skills:
Typically, the knowledge and skills required for this position would be obtained by achieving a bachelor’s degree in social work or a relevant discipline.
Our candidate of choice will have the knowledge of the human services and principals relating to program and policy evaluation, development, design and delivery within government as well as budget and decision-making processes relating to contract management. Strong communication, interpersonal and human resource management skills along with the demonstrated ability to develop relationships with other government Ministries and build relationships with community stakeholders to ensure identified client needs are met.
