Manager Cost Reporting And Control Standard

Job purpose

To support the implementation and consistent application of CDU cost reporting and controls policies, processes, and procedures across Qiddiya business units by interpreting approved standards, coordinating internal reviews and approvals, and facilitating structured rollout and BU engagement under the direction of senior CDU leadership.

Key responsibilities

1. Interpretation & standard development support
Interpret cost reporting and controls policies, processes, and procedures defined by the CDU.
Translate approved requirements into clear, structured, and implementable procedures, guidance notes, and supporting materials.
Incorporate technical and governance inputs provided by senior CDU team members into draft procedures and standards.
Ensure documentation aligns with QIC governance frameworks and Centre of Excellence expectations.

2. Review, endorsement & sign-off coordination
Coordinate internal CDU reviews of cost reporting and control procedures.
Support the process of obtaining formal endorsement from CDU leadership and required sign-off from the QIC Centre of Excellence.
Manage comments, revisions, and version control through the review and approval cycle.
Maintain records of approvals and controlled document registers.

3. Business unit rollout & interface
Support the controlled rollout of approved cost reporting and controls procedures to business units.
Act as a key point of contact between CDU and BU teams during implementation.
Facilitate clarification discussions and structured feedback from business units.
Support the incorporation of agreed adjustments or refinements, subject to CDU approval, while maintaining standardisation.

4. Procedures maintenance & continuous improvement
Maintain the full suite of current cost reporting and controls procedures, ensuring documents remain accurate, current, and controlled.
Track change requests, improvement items, and lessons learned related to procedure application.
Support periodic updates to procedures in line with governance decisions, system changes, or maturity improvements.

5. Reporting & presentation support
Coordinate and support the issuance of cost reporting outputs produced by the department.
Prepare reports, dashboards, and PowerPoint presentations to support CDU leadership reviews and governance forums.
Consolidate inputs from technical team members into clear, well-structured management materials.

Requirements

Experience
Experience in governance, reporting, PMO, cost, or commercial support roles within large or complex organisations.
Exposure to the development, rollout, or maintenance of policies, processes, or procedures.
Experience working across multiple stakeholders and organisational units.

Skills
Strong written communication and procedural drafting skills.
Structured and professional stakeholder engagement capability.
High attention to detail, document discipline, and version control.
Strong PowerPoint and Excel skills.
Ability to interpret technical inputs and convert them into clear guidance.
