The Manager, EMS leads the planning, execution, and control of Engineering & Maintenance Services at site level, ensuring safe, timely, and budget-compliant delivery while managing teams, subcontractors, and client relationships.
Responsibilities
- Plan, schedule, and oversee EMS works execution at site to ensure alignment with approved scope and method statements
- Monitor daily site activities, manpower deployment, and subcontractor performance to maintain operational efficiency
- Manage HSSE compliance by approving work permits, enforcing site safety rules, and aligning with client requirements
- Conduct audits and inspections to identify non-conformities and implement corrective actions promptly
- Control EMS cost performance by reviewing bills of quantities, purchase orders, and budget utilization
- Ensure accurate and timely updates of work progress, invoicing, and claims submissions for financial tracking
- Review and approve vendor quotations, invoices, material requisitions, and training requests to support project needs
- Lead and support EMS site teams and subcontractors to achieve project objectives and maintain quality standards
Preferred competencies and qualifications
Bachelor of Science in Civil Engineering / Specialist Diploma in Civil Engineering or related discipline
Minimum 8–12 years' experience in maintenance, EMS, or site operations within oil & gas / petrochemical environments
Proven experience managing multi-disciplinary site teams and subcontractors
Site HSSE / Safety Certifications (preferred)
Working location – P Bukom / Jurong Island / or where projects required
